Anticipating and addressing the opportunities and challenges of vaccine delivery in different country contexts must start now in parallel to assure the implementation of successful vaccines as rapidly as possible. The ‘WHO framework to prepare for Country Introduction of New TB Vaccines for Adults and Adolescents’ intends to facilitate the planning, investments, and preparation for the rapid introduction and scale-up of TB vaccines for adults and adolescents so that they are available such that new vaccines are manufactured with sufficient, sustainable and timely supply; accessible, with equitable delivery aimed at all who could benefit and accepted, so that end-users, healthcare workers, and policy makers ́ requirements are met. This framework has been developed by an expert advisory group and through public consultation, and intentionally focuses on activities at a national level while also highlighting the global and regional activities that need to occur in tandem to accelerate equitable introduction and scale-up.

Book excerpt: At the Seventy-sixth World Health Assembly held 21-30 May 2023, Member States adopted the WHA Decision A76(22), Achieving well-being: a global framework for integrating well-being into public health utilizing a health promotion approach, which strives to enable all people to flourish and achieve their full physical and mental health potential throughout their lives and across generations. The Framework recommends six strategic directions that focus on: Effective implementation of these strategic directions should constitute part of a national governance system based on a ‘whole-of-government’ and ‘whole-of-society’ approach. The Framework is based on close collaboration between sectors outside of health and with communities to promote and protect health. It serves as a guide for stakeholders to engage in a coherent and coordinated manner around a common purpose: promoting the health of people and planet in a sustainable and equitable manner. There are complementarities with the work on social determinants of health and equity, on primary health care and OneHealth among others. And is aligned with several WHO health promotion activities, including promoting physical activity, the Tobacco Free initiative and less consumption of alcohol. The Assembly requests the Director-General to report on implementation of the Framework in 2024, 2026 and 2031.

On top of this 'template' virtually all other kinds of information are collected and displayed, ranging from population and socio-economic statistics, through environmental data of all kinds to asset registers such as the location of underground pipes and cables. For many years, the framework comprised simple topographic paper maps. Increasingly it is formed by topographic digital databases, from which maps and other products can be 'spun off'. These maps and databases have been created by a branch of national government, the National Mapping Organizations. At present, however, there are large variations in the content, quality and currency of the mapping and many countries have not yet converted all their maps into digital format. The world of NMOs is in turmoil, beset by rapid changes in technology, higher expectations from users of information and radical changes in the ways in which governments operate. This book describes how different approaches are being taken in policy and practical terms in different countries to face these common challenges. It also describes how global - as compared to purely national - needs are emerging for GI and how this demand is being met. The mutation of some national mapping organisations into geographical information utilities and the growth of national geographical information systems are outlined. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
