In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.

Book excerpt: It is widely accepted that limiting climate change to 2°C will require substantial and sustained investments in low-carbon technologies and infrastructure. However, the dominance of market fundamentalism in economic thinking for the past three decades has meant that governments have generally viewed large spending programs as politically undesirable. In this context, the Global Financial Crisis (GFC) represented a huge opportunity for proponents of public investment in environmental projects or "Green Keynesianism". This book examines the experience of Australia, Canada, Japan, Korea, and the United States with Green Keynesian stimulus programs in the wake of the GFC. Unfortunately, on the whole, the cases do not provide much optimism for proponents of Green Keynesianism. Much less funding than was originally allocated to green programs was actually spent in areas that would produce an environmental benefit. Furthermore, a number of projects had negligible or even detrimental environmental outcomes. While the book also documents several success stories, the research indicates overall that more careful consideration of the design of green stimulus programs is needed. In addition to concrete policy advice, the book provides a broader vision for how governments could use Keynesian policies to work toward creating an "ecological state". This book will be of great interest to students and scholars of environmental politics, environmental economics, political economy, and sustainable development.

Public Management in Times of Austerity seeks to explore the austerity policies adopted by European governments and their consequences to public management. It asks how governments have implemented new rules leading to more stringency in public budgeting and financial management, and how they have cut back public expenditure. These questions are examined comparatively through case studies in different parts of Europe, and variations across countries are discussed and explained. Throughout the volume, the consequences of the crisis and austerity policies for public management are discussed. What is the relationship between crisis and decision-making in the public sector, and how does austerity affect public-sector organisation? It put not only financial markets and currencies at risk; entire economies and political systems were threatened as the GFC soon revealed major governance shortcomings and weaknesses felt across a wide spectrum of policy fields. Globalization seemed in jeopardy, the Washington Consensus of neoliberal policies broken, and democratic backsliding set in as populism and protectionism began to take root. The GFC triggered many responses to improve governance through reforms and regulatory measures of many kinds across a wide range of fields: most prominently in finance and banking, but also in fiscal policy, trade, labor markets and social security. Ten years after the GFC, the 2018 Governance Report takes stock and asks: How have countries fared, and are they better prepared to avoid or withstand another crisis of GFC proportions? To answer this question, the 2018 Report focuses on the performance of countries before and after the GFC. Using elaborate indicator and data systems, applying state-of-the-art analytics, and covering a wide range of countries, it offers a systematic comparison of governance performance from three perspectives: What public goods are being provided, at what quality and to what effect? How ready are countries to address governance challenges in the context of globalization? What are the administrative capacities of the public sector?
