Stones of Contention explores the major developments in the remarkable history of Africa’s diamonds, from the earliest stirrings of international interest in the continent’s mineral wealth in the first millennium A.D. to the present day. In the European colonial period, the discovery of diamonds in South Africa ushered in an era of unprecedented greed during which monopolistic enterprises exploited both the mineral resources and the indigenous workforce. In the aftermath of World War II, the governments of newly independent African states, both democratic and despotic, joined industry giant De Beers and other corporations to oversee and profit from mining activity on the continent. The book also considers the experiences of a wide array of Africans—from informal artisanal miners, company mineworkers, and indigenous authorities to armed rebels, mining executives, and premiers of mineral-rich states—and their relationships to the stones that have the power to bring both wealth and misery. Book excerpt: The political economy of natural resource wealth poses two interrelated challenges for American foreign policy, both involving governance issues in countries that are abundantly endowed with natural resources. The potentially negative impact of natural resources on development is captured in the phrase "the resource curse". The implications are the greatest for the commodity producers themselves, ranging from complications for macroeconomic management to political authoritarianism and, in the extreme, the precipitation of violent civil conflict. For US policy, the resource curse presents challenges with respect to coping with state failure and associated transborder phenomena. The issues extend to broader geopolitics. Resource abundance confers financial and political power on producers. China's emergence as a major importer and investor in extraction, willing to accommodate authoritarian producers, exacerbates the challenge, potentially undercutting international efforts to encourage greater transparency and improved management of natural resource wealth. This issue is of particular importance for US policy toward Africa

Of particular interest is the discussion of how a devastating currency crisis and government budget deficit drove the Russians to leak diamonds, along with the disclosure of the secretive, duplicitous manner in which rough stones were leaked. A secondary issue addressed concerns the promotional efforts undertaken by De Beers and their marketing and distribution subsidiary, the Central Selling Organization (CSO), recently renamed the Diamond Trading Company (DTC), to increase worldwide demand by influencing consumer perceptions and buying behavior.
