The Alliance's New Strategic Concept, dated 7 November 1991, insists on the Alliance's continuing a purely defensive orientation. This implies that NATO forces will never be employed in the context of a strategic offensive, but only used in a strategic defensive role. The principle of military-strategic counter-concentration of MC 400 is the core of NATO's new military strategy. Based to these historical facts, three related processes are having profound effects on the Bundeswehr - the German Federal Armed Forces. First, the ruling of the Constitutional Court relative to the commitment of forces outside of Germany and NATO territory has expanded the range of its possible military missions. Second, a new operational dimension has been created by the prospects for greater integration of the Bundeswehr in multinational formations and more important operations. Third, as policy changes follow these developments, the size and composition of the Bundeswehr are evolving to meet the associated challenges. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. From the outset and for a variety of reasons, however, these alliances have not always sufficed, have been circumvented, or have been set aside. Now they are being strained in new directions, Recent developments in NATO exemplify alliance strains. NATO Allies are confronted on the one haand with the threat the enormous modernization of Warsaw Pact forces presents. This modernization challenges former NATO qualitative superiority and, if unansweredm, could intimidate the alliance into being too cautious were it faced with major Soviet aggression. Despite this threat, on the other hand, some believe NATO is investing too much in defense against an unlikely threat to central Europe. In this context, a close examination of a significant European ally, Germany, and mutual US-German interests can be useful. A general discussion can provide some insight into an aspect of these interests -- military developements pertaining to NATO, the strategy for defending central Europe, and the German contribution.

The credibility of the current NATO strategy of flexible response is being questioned. It is widely felt that NATO should strengthen its conventional force capability in order to raise the nuclear threshold. New developments in technology appear to offer hope that a main obstacle to an effective conventional defense against conventional attack, its cost, can at last be overcome. This report gives a wide overview of the implications of these developments. Concentrating on central Europe, it examines the question whether the continued maintenance of an effective strategy of deterrence requires a change in the relationship between the conventional and nuclear elements of it. It considers the adoption of a no-first-use policy buttressed by conventional force improvements large enough to create a permanent conventional force balance in Europe. The report concludes that improving conventional forces to the point of equivalence with the Warsaw Pact would risk decoupling the defense of Europe against conventional attack from the United States' nuclear umbrella and would thus reduce deterrence as well as damage the cohesion of the Alliance.
