Book excerpt: When the United States and its World War II allies met at the Potsdam Conference to provisionally establish the Oder-Neisse line as Poland's western border and to acknowledge the removal of Germans from the area, they created a controversial Cold War issue that would not be resolved until 1990. American policy makers throughout those decades studied and analyzed materials and reports to determine whether the border should be adjusted or recognized to promote the well being of Europe and the United States. This is the first study to cover the full history of the Oder-Niesse line and its impact on U.S. relations with Poland and the Federal Republic of Germany, as well as its domestic implications, throughout the Cold War years. As with many diplomatic questions, the State Department did not have the luxury of addressing this issue in a vacuum. Instead, the foreign policy bureaucracy had to keep its focus on the border issue while scrutinizing Soviet words and actions regarding its satellites in East Germany and Poland, and to address members of Congress and the public (including various groups of Polish Americans) who wanted specific, but often differing, actions taken in respect to the border. This work reveals how the diplomats and policy makers handled such internal conflict, the sometimes skewed perceptions of America held by Europeans, and how the State Department interacted with the public.

From the early 1950s, Britain pursued a dual policy of strengthening the West whilst seeking détente with the Soviet Union. British statesmen realized that only through compromise with Moscow over the German question could the elusive East-West be achieved. Against this, the West German hard line towards the East (endorsed by the United States) was seen by the British as perpetuating tension between the two blocs. This cast British policy onto an insoluble dilemma, as it was caught between its alliance obligations to the West German state and its search for compromise with the Soviet bloc. Charting Britain's attempts to reconcile this contradiction, this book argues that Britain successfully adapted to the new realities and made hitherto unknown contributions towards détente in the early 1960s, whilst drawing towards Western Europe and applying for membership of the EEC in 1961. Drawing on unpublished US and UK archives, Britain, Germany and the Cold War casts new light on the Cold War, the history of détente and the evolution of European integration. Book excerpt: This brief study of the 1945 expulsion of German populations from Eastern-Central and Eastern Europe does not by any means pretend to be a complete and exhaustive analysis of a subject so massive, complex and controversial. Moreover, it is selective: in dealing with the reception of the expellees it focuses on West Germany, which though most extensively involved, is nevertheless only one of the many countries affected by the exodus. Yet the writer feels that even by presenting barely the funda mentals he can still hope to make some contribution to a field which -at least in the English speaking world - is far from being explored, analyzed and evaluated. His concentration on West Germany has been stimulated by two factors. First, this is the part of the former Reich which is most immediately affected by the transfer. Second, as a result of this involvement it is in West Germany that documentation and literature on the question are most extensive. Indeed, to obtain proper information and data from those countries within the Soviet orbit which are in any way linked with the problem is difficult and at times even impossible. For obvious reasons, in these countries interest is centered, and quite understandably, not on the expulsion of the Germans, but rather on the transfer, dispersion, and annihilation of their own peoples under the Nazi conquest, events, which, in turn, many Germans prefer to keep forgotten.
