Achieving gender equality and empowering all women and girls is the fifth sustainable development goal and is a top priority for governments. Countries can achieve this goal if they take appropriate steps. This note is part of a series that aims to measure the economic cost of gender inequality globally and regionally by examining the impacts of gender inequality in a wide range of areas and the costs associated with those impacts. Given that gender inequality affects individuals throughout their life, economic costs are measured in terms of losses in human capital wealth, as opposed to annual losses in Gross Domestic Product (GDP) or GDP growth. The notes also aim to provide a synthesis of the available evidence on successful programs and policies that contribute to gender equality in multiple areas and achieve the Sustainable Development Goals (SDGs).

On 28 August 2023, ORF organised a closed-door roundtable titled Harnessing India’s Demographic and Gender Dividend, in partnership with the Economic Advisory Council to the PM and the United Nations Population Fund (UNFPA), to emphasise the imperative to bridge research and policy gaps. The global implications of India’s choices, especially at this juncture, cannot be overstated; as a nation, the decisions we make now will resonate within our borders and create ripple effects beyond.

Book excerpt: Liberian women make significant economic contributions yet are constrained from contributing even more due to their exclusion from productive opportunities. This study develops a macrosimulation model of the Gender Dividend that estimates the economic contributions of women and the societal costs incurred by excluding them. Using macroeconomic, demographic, and survey data from Liberia, the analysis finds that women were responsible for 39 percent of market-based output produced annually in 2020, equal to USD 1.08 billion, and contributed another USD 530 million in non-tradable sources of production, namely, housework and domestic chores. Using the macrosimulation model, the study estimates that if the gender gaps in labor force participation, intra-sectoral wages, and sector of employment were closed, gross domestic product would be 11.5 percent higher. If further reforms were undertaken to equalize education and reduce fertility rates to a net-reproduction rate, gross domestic product would be 23.7 percent higher. Finally, if the model also accounts for the value of non-tradable production, gross domestic product would be USD 5.89 billion, or 45.3 percent higher than today's estimates, with women being responsible for 53 percent of the labor market output. These estimates reinforce the need for a unified policy agenda that actively invests in women's human capital and work-related opportunities simultaneously.

The book first traces the common link between policies that contribute to fertility transition as well as create the right kind of environment for reaping the benefit of demographic dividend. Next, it explores different countries and regions who are at different levels of development. It assesses the long term impact of gender equality on economic growth and development in Latin America; describes the life-cycle saving patterns of Mexican households; and examines demographic determinants of economic growth in BRICS. The book also offers demographic and economic analysis of the Mediterranean area, Sub-Saharan Africa, and New Zealand. The comparison between the different territorial contexts allow for the identification of three typologies of demographic dividend: the first dividend, when the working population grows faster than total population, the second dividend, as active generations get older and invest their savings in the production system of their country, and the third dividend, based on the coexistence of two populations age structure strongly contrasting. Overall, this book argues for the need to capitalize on the opportunities that come from the demographic dividend by investing heavily in education programs, training programs for the population working age, health programs, the creation of health insurance systems as well as programs to reduce or increase fertility levels.

Book excerpt: Men commit crimes. Men are violent. Men start wars. Men have power. In Paying for Masculinity, Murray Knuttila argues that male dominance is best understood in the context of the particular mode of gender practice -- hegemonic masculinity -- that typifies patriarchal gender orders. This mode of masculinity permeates our society, media and culture. It persists because of "the patriarchal dividend" -- men directly benefit from their dominance in society. But these benefits exact a price, first and foremost from women and girls. But, as boys and men are under pressure to "man up," they too pay the costs: they die younger, go to prison, restrict their emotions and blunt their humanity. Simply put, men need to understand that the costs of practising this mode of masculinity far outweigh the benefits. Knuttila's conceptual framework allows him to trace the history of the patriarchal dividend through various aspects of patriarchal capitalism, demonstrating how ingrained it is in our society, and to illustrate ways of encouraging non-hegemonic forms of masculinity, which are ultimately to the benefit of everyone.
