While this has brought many positive changes in womens rights and political representation, in much of the world these advances were not matched by increases in social justice. Rising income inequalities, coupled with widespread poverty in many countries, have been accompanied by record levels of crime and violence. Meanwhile theglobal shift in the consensus over the role of the state in welfare provision has in many contexts entailed the down-sizing of public services and the re-allocation of service delivery to commercial interests, charitable groups, NGOs and households. Gender Justice, Development, and Rights reflects on this ambivalent record, and on the significance accorded in international development policy to rights and democracy in the post-Cold War era. Key items on the contemporary policy agenda-neo-liberal economic and social policies; democracy; and multiculturalism-are addressed here by leading scholars and regional specialists through theoretical reflections and detailed case studies. Together they constitute a collection which casts contemporaryliberalism in a distinctive light by applying a gender perspective to the analysis of political and policy processes. Confronted with their parents' and siblings' health predicaments and the inadequacies of state and familial care, or urgent negotiation of their sexualities, they demonstrate incredible resilience. Similarly, their perceptiveness is demonstrated in a unique appreciation of politics and its actors and a capacity to assume responsibilities beyond their chronological age. Thus while highlighting some of the challenges confronting African children, the book provides gripping evidence of how they resiliently negotiate those challenges.

Book excerpt: Globalization, the return to a multi-party system of government, and the policies advocated by the IMF and the World Bank have led to near revolutionary labor relations in Ghana. As Panford shows, these new social and economic forces have unleashed new and even contradictory labor policies and practices which are having profound social, political, and economic consequences. Panford examines how the Ghana Constitution of 1992 led for the first time to new workers' rights, including the right to affiliate with any local, national, or international union. In response to globalization and policies advocated by the IMF and the World Bank, the Ghana government sought to resist worker demands for improved working and living conditions. The situation was worsened by the privatization of state-owned businesses and severe cuts in public employment. In this environment of tense labor relations, government hostility, and weak employment, Panford traces the ways workers are revitalizing unions and developing new sources of jobs and finances. These include relatively aggressive systematic organization of women, senior staff, and the informal/agricultural sector. One of the most important initiatives of the unions is the creation of a workers' trust to establish and finance worker-owned enterprises. The evidence presented by Panford indicates the failure of IMF and World Bank policies, and he calls for new and viable policy alternatives with emphasis on enhancing Ghana's global competitiveness and meeting genuine development needs. A thoughtful analysis that will be of interest to scholars and researchers involved with development and international economics, labor relations in the developing world and the increased involvement of international financial institutions.

Book excerpt: This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.
