Book excerpt: In 2015 the World Health Assembly endorsed the Global action plan on antimicrobial resistance (GAP-AMR) calling on countries to develop, implement and monitor national action plans on AMR. In 2019, FAO, WHO and WOAH developed a monitoring and evaluation (M&E) framework for the GAP-AMRto track progress towards the plan’s five global objectives, designed with a One Health perspective and reflecting the cross-sectoral nature of AMR with indicators across human and animal health, plant and food production and the environment. Countries are expected to develop an M&E plan for their NAP, tailored to their context and priorities. This includes developing indicators appropriate to the country’s own circumstances, aligned with the proposed core indicators of the GAP-AMR M&E framework, as far as possible. This country M&E guidance document was developed as a reference for countries to support the development and delivery of AMR NAPs. It provides assistance on how to establish an M&E plan for their AMR NAP, building on existing national reporting systems and recommended indicators from the GAP-AMR M&E framework.

Book excerpt: The marine areas beyond national jurisdiction (ABNJ) comprise 40 percent of the earth’s surface, covering 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Programme (2014-2019) was implemented by FAO as a concerted effort to bring stakeholders to work together to manage and conserve the world’s common oceans. The ABNJ Tuna project, one component of the Common Oceans ABNJ Programme, promoted important transformational changes in the management practices of tuna fisheries, improving their sustainability, strengthening Marine Stewardship Council capabilities of tuna regional fisheries management organizations (t-RFMOs) and their members, and significantly reducing their impact on biodiversity. The project generated knowledge but lacked a structured mechanism and strategy to harvest and disseminate it. Similarly to the programme level evaluation report, the programmatic approach component, the partnership framework, as well as how to foster synergies among projects and capitalization of knowledge management should be strengthened.

Book excerpt: The project was designed to address the following interlinked barriers preventing sustainable land and forest management outcomes and building resilience to climate change in Kyrgyz mountain ecosystems: inadequate legal framework for sustainable forest and land management, inadequate land tenure reforms, outdated approaches to sustainable forest and land management, and limited capacity of local institutions. The project’s overall objective is to enhance the enabling environment in the forestry and agricultural sectors and sustain the flow of ecosystem services, including enhancement of carbon stocks in forests and agro-ecosystems through the sustainable management and enhanced productivity of mountainous silvo-agro-pastoral ecosystems, and to improve productivity and mountain livelihoods in the Kyrgyz Republic. Overall, the evaluation rated the project as “moderately satisfactory”, with several examples of positive new approaches introduced by the project into forestry, agriculture and pasture management. The evaluation included specific recommendations not only to FAO, but also to the national forestry service. One of the innovative recommendations is to revisit the project sites in five to ten years to check certain success factors, such as the tree survival rates.

Book excerpt: The World Bank Group was a principal founding partner of the Global Environment Facility (GEF) in its pilot phase in 1991, and of the restructured GEF in 1994. The Bank plays three different roles in the GEF: (a) as trustee of the GEF and related trust funds, (b) as implementing agency, including the implementation of private-sector GEF projects by the International Finance Corporation (IFC), and (c) as the host organization of the functionally independent GEF secretariat. Focusing primarily on the role of the Bank as an implementing agency, this review documents how the partnership that the GEF and the World Bank Group established in the early 1990s has evolved over time, offers explanations for observed changes, and draws a number of lessons. The review addresses the following issues: * The mutual relevance of the World Bank Group and the GEF * Inter-organizational coordination along the World Bank Group-GEF project cycle * The introduction of the GEF’s resource allocation systems in 2006 and 2010 * The evolution and effectiveness of the Bank Group’s GEF portfolio * Catalytic approaches in the Bank Group-GEF partnership: co-financing, blending, and mainstreaming * The World Bank’s corporate activities as a GEF implementing agency. The principal purposes of this review are (a) to help improve the relevance and effectiveness of the Bank Group’s partnership with the GEF, and (b) to draw lessons for the Bank Group’s partnership with the GEF and other large global partnership programs.
