Book Gainful Employment

Book excerpt: Sometimes a proposed piece of legislation or new rule can catalyze debate about a key issue. That seems to be the case for the "gainful employment" rule currently being proposed by the Department of Education (DOE). The rule addresses a very real problem: The large amounts of debt being taken on by some students, mainly those attending for-profit colleges. However, if enacted in its current form, the new rule would require many institutions--for-profit, non-profit, and public alike--to follow complicated new procedures that could greatly limit their flexibility in offering new programs and potentially reduce the educational options open to students. This policy brief will make one observation about today's economy, and then draw three implications for policy. The observation is simple: Young educated workers face vastly more uncertainty in the labor market than recent generations of graduates. Young workers with a bachelor's, associate degree, or other postsecondary education must deal with much higher unemployment rates, falling real wages, and a job landscape that keeps shifting. Chapters examine the politics and practices that shape policies affecting nondiscrimination and civil rights, student financial aid, educational quality and student success, campus crime, research and development, intellectual property, student privacy, and more. Book Features: Provides a contemporary and thorough understanding of how federal higher education policies are created, implemented, and influenced by federal and nonfederal policy actors. Situates higher education policy within the constitutional, political, and historical contexts of the federal government. Book The Impact of Gainful Employment Regulations on the Access to Higher Education

Download or read book The Impact of Gainful Employment Regulations on the Access to Higher Education written by Ian McDonough and published by . This book was released on 2017 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Obtaining a post-secondary education is associated with better labor market outcomes and is a key determinant of worker productivity, economic growth, and overall well-being. However, the cost of attendance, time to completion, and levels of borrowing are all reaching unparalleled highs. As such, U.S. policy makers have passed gainful employment regulations in an attempt to hold institutions of higher education accountable for student outcomes. This paper investigates the potential consequences of such regulations by constructing optimal university admissions rules. We find that access to higher education of minorities and women will be disproportionately restricted once gainful employment takes effect.

Download or read book Lower Ed written by Tressie McMillan Cottom and published by New Press, The. This book was released on 2017-02-28 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than two million students are enrolled in for-profit colleges, from the small family-run operations to the behemoths brandished on billboards, subway ads, and late-night commercials. These schools have been around just as long as their bucolic not-for-profit counterparts, yet shockingly little is known about why they have expanded so rapidly in recent years—during the so-called Wall Street era of for-profit colleges. In Lower Ed Tressie McMillan Cottom—a bold and rising public scholar, herself once a recruiter at two for-profit colleges—expertly parses the fraught dynamics of this big-money industry to show precisely how it is part and parcel of the growing inequality plaguing the country today. McMillan Cottom discloses the shrewd recruitment and marketing strategies that these schools deploy and explains how, despite the well-documented predatory practices of some and the campus closings of others, ending for-profit colleges won't end the vulnerabilities that made them the fastest growing sector of higher education at the turn of the twenty-first century. And she doesn't stop there. With sharp insight and deliberate acumen, McMillan Cottom delivers a comprehensive view of postsecondary for-profit education by illuminating the experiences of the everyday people behind the shareholder earnings, congressional battles, and student debt disasters. The relatable human stories in Lower Ed—from mothers struggling to pay for beauty school to working class guys seeking "good jobs" to accomplished professionals pursuing doctoral degrees—illustrate that the growth of for-profit colleges is inextricably linked to larger questions of race, gender, work, and the promise of opportunity in America. Drawing on more than one hundred interviews with students, employees, executives, and activists, Lower Ed tells the story of the benefits, pitfalls, and real costs of a for-profit education. It is a story about broken social contracts; about education transforming from a public interest to a private gain; and about all Americans and the challenges we face in our divided, unequal society.
