Both the ‘methodological Europeanism’ and ‘methodological nationalism’ miss out the important links between economic and political processes at different spatial scales within Europe, and therefore, asymmetries and phenomena of uneven development. In addition, a discussion of possible scenarios which systematically addresses the implications of anti-crisis policies is missing. This volume seeks to close this gap by systematically integrating the analysis of economic policy or ‘technical’ solutions to the crisis within a broader framework of political economy. It argues that combining critical political economy approaches and post-Keynesian perspectives allows for a systematic understanding of the economic and political dimensions of the crisis. Although both approaches have the capacity to deal with asymmetries and uneven development, the heterogeneity in Europe has been an often largely neglected dimension of analysis. However, this recent crisis has shown that this is an essential dimension which has to be addressed in order to better understand the dynamics of European development and integration. Hence, this book aims to deal with asymmetries in Europe and to bridge the gap between the two perspectives. This work will initiate an integrative debate that is crucial for a deeper understanding of the current crisis and is an important resource for all students and scholars of IPE, European political economy and European politics.

By the end of that year, some 1.8 million migrants had arrived in the EU, the vast majority having come across the Mediterranean. Since then, despite measures to host some of the people fleeing the Syrian war in Turkey and concurrent attempts to physically seal off some borders in Eastern Europe, the numbers of refugees traveling to Europe has continued to top half a million annually. A mass migration on a scale not witnessed in modern times is underway, and it has presented Europe with its greatest challenge of the twenty-first century. Asfa-Wossen Asserate argues here that building higher fences or finding more effective methods of integration will only, in the long term, perpetuate rather than solve the problems associated with these large numbers of displaced refugees. We need to realize that we are only treating the symptoms of an oncoming catastrophe and that, if we are to respond to mass migration, we will ultimately have to understand its causes. African Exodus places its emphasis firmly on the causes of the refugee crisis, which are to be found not least in Europe itself, and charts ways in which we might deal with it effectively in the long term. In the course of this analysis, Asserate asks why our view of Africa—a troubled continent, but rich in so many ways—is so distorted. The book explores the nature of that society and its relationship to the creation of a European identity, popular culture, and politics. Much of the current political conflict around Europe can be attributed to who is and who is not involved in European society. Business owners, managers, professionals, white-collar workers, the educated, and the young have all benefited from European economic integration, specifically by interacting more and more with their counterparts in other societies. They tend to think of themselves as Europeans. Older, poorer, less educated, and blue-collar citizens have benefited less. They view the EU as intrusive on national sovereignty, or they fear its pro-business orientation will overwhelm the national welfare states. They have maintained national identities. There is a third group of mainly-middle class citizens who see the EU in mostly positive terms and sometimes-but not always-think of themselves as Europeans. It is this swing group that is most critical for the future of the European project. If they favor more European cooperation, politicians will oblige. But, if they prefer that policies remain wedded to the nation, European cooperation will stall.
