Book excerpt: This study provides an analysis of the current situation of young farmers within the European Union and in six 'first wave' candidate countries for EU membership. It describes the problems faced by young farmers at present. The description is based on statistics, and on opinion researched from a wide number of sources at EU and national level. Emphasis is put on actions that have been taken at EU level since this is the focus of the European Parliament's interest. The study attempts to assess the success and impact of the various measures taken. Although this study does not propose major alterations to EU agricultural policy it does make concrete achievable proposals for action based on the existing policy framework. These proposals include: improving information about young farmers; easing farm transfers; encouraging early retirement in the sector; tackling installation costs; improving education, training and networking.

The EU allocated 9.6 billion euro to young farmers in 2007-2020 to foster generational renewal in agriculture. The Court found that this aid is often poorly-defined, with no expected result and impact specified. For Pillar 1 (direct payments), the aid is provided in a standardized form not matching young farmers' needs other than additional income. For Pillar 2 (rural development), the aid better addresses young farmers' needs and prompts specific actions (e.g. introducing organic farming, water- or energy-saving initiatives), however the managing authorities did not always apply selection procedures to prioritise the best projects. The Court recommends to better define the objectives and target the EU support in order to foster effective generational renewal.
