These seem to indicate that the development trajectories followed by African nations since post-independence may not be able to deliver on the aspirations of broad based human development and prosperity for all. This report, therefore, argues for a bold re-imagining of prevailing models in order to steer the ongoing transitions towards greater sustainability based on a thorough review of all available options. That is especially the case since the already daunting urban challenges in Africa are now being exacerbated by the new vulnerabilities and threats associated with climate and environmental change.

Of the billion people living on the African continent, about 40 per cent live in urban areas. The urban population in Africa doubled from 205 million in 1990 to 400 million in 2010, and by 2050, it is expected that this would have tripled to 1.23 billion. Of this urban population, 60 per cent are living in slum conditions. In a time of such urban growth, Africa is likely to experience some of the most severe impacts of climate change, particularly when it comes to water and food security. This places huge pressures on the growing urban populations. This report shows that there is a way forward for a more sustainable future where restoration of ecosystems, often in the green hills and watersheds surrounding cities, can provide cheaper, efficient and resilient water supply systems in a changing world.

Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.
