Since 2018, the Air Force has experimented with introducing Virtual Reality cockpits into student training to save money, reduce training timelines, and increase the quality of pilots produced. Although this initiative saw some success, the benefits the Air Force desired was not achieved. With a hand-selected group of highly capable students and well above average instructor cadre, the Pilot Training Next (PTN) program proved virtually reality (VR) was a viable option for student training. However, the instructor demand needed for this program to be successful was not realistic for large scale production. For pilot training to be more efficient, instructors need the time to simultaneously tailor the curriculum to challenge each student based on their skill level in addition to the time to analyze the student body as a whole to determine the overall effectiveness of the program. The answer to the first half of this equation can be found through a combination of FLOW theory combined with student-centric learning and coaching enabled instructors. The second half of the problem can be solved through evidence-based training using applied artificial intelligence. Combining these two approaches will provide the Air Force the pilot training program needed to equip the force with the critical thinking warriors needed for tomorrow's fight."--Abstract.

Book excerpt: In 2015, the USAF plans to start its first class of F-35A Initial Qualification Training (IQT) students immediately following their graduation from Specialized Undergraduate Pilot Training (SUPT). This class will signify the beginning of F-35A pilot production with a steady increase to over 180 F-35A pilots per year. These pilots will require certain skills to fly the F-35A and will be somewhat different from the skills required of today's fighter pilots as we move from fourth generation F-16, F-15, and A-10 aircraft to the fifth generation F-22A and F-35A. Without a major change in either how future fighter pilots train or the aircraft they train in the USAF will not be maximizing its combat effectiveness. Therefore, the current USAF fighter pilot training system from Initial Flight Screening through SUPT, Introduction to Fighter Fundamentals (IFF), and finishing with F-35A Formal Training Unit (FTU) might need to adapt in order to prepare these students for future combat operations. This study examines what skills might be required for future students entering F-35A FTU, determine whether the current system adequately trains them and if not make recommendations on how to mitigate the shortfall.

Book excerpt: The Air Training Command was requested to develop and examine alternatives for replacement of the aging T-37 along with options which provide a more economically trained graduate. This study reports the results of that examination. Training requirements for UPT (Undergraduate Pilot Training) unchanged in the future, with the emphasis remaining on the acquisition of basic flying skills. A specialized pilot training system is required to effectively teach the 30 identified training requirements. Procurement of new aircraft is required to replace the T-37 and inaugurate specialized pilot training. T-38 fleet life can be extended ten years by conversion to a specialized UPT system. Acquisition and life cycle costs favor a three aircraft specialized UPT system; a primary aircraft replacement for the T-37, a new TTB (Tanker-Transport-Bomber) trainer, and use of the T-38 as a FAIR (Fighter-Attack-Interceptor-Reconnaissance) trainer.

After describing the key variables that determined pilot training's historical development, the author assesses what type of training system, generalized or specialized, produces the best ratio of cost to effect. The conclusion is that the current specialized system is more responsive to disparate operational needs, better matches training media to task, and generates large cost savings for the Air Force. Next, the writer evaluates recent structural changes to SUPT and analyzes the pilot training systems of the US Navy and Israeli Air Force, Several broad conclusions emerge from these inquiries: the need to stabilize the still-maturing SUPT system; the potential benefits of improved candidate pre-selection methods; and, finally, the pivotal role of the instructor pilot in any training program's success. The final chapter synthesizes the study's findings and implications to suggest an optimal course for future Air Force pilot training.

Book excerpt: Air Education and Training Command's acquisition of the T-IA marked the return to specialized undergraduate pilot training (SUPT), once used prior to 1959. Currently, three pilot training bases have completed the transition to the SUPT. All studies leading to SUPT cited cost and improved training quality as major factors in the decision to implement the SUPT concept. While cost figures can be analyzed at any time, the opportunity to evaluate differences between undergraduate pilot training (UPT) and SUPT based on instructor pilot expertise and experience is limited. This study examines the training quality improvements of SUPT as compared to UPT. It begins with an analysis of the two different training syllabi. It then examines two additional questionnaires to develop a unique survey targeted at drawing expert opinions about the differences in training quality of SUPT and UPT graduates. The results of this study verify the projected quality improvements of earlier studies and can be used as a benchmark for future improvements to the SUPT program. Future improvements include evaluating follow-on training and modifying this training to enhance both cost and training benefits of the new SUPT system. This study can provide the foundation necessary to target these future changes.

Appendix H briefly summarizes the Future UPT Instructional Concepts and Future UPT Training Media as described in Volume 3 and combines these elements into viable UPT systems through the Systems approach to training. A syllabus of instruction is developed for each alternative system utilizing the training media and instructional concepts described. A base capacity analysis is presented which examines the maximum base capacity for determining minimum base requirements. Implementation plans are developed for implementing each viable conceptual system. EAch viable system is then described in terms of airspace, runway utilization and operational facility requirements.
