It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

Created in 1985 by retired generals Richard Stilwell of the United States and Sun Yup Paik of the Republic of Korea, the Council's aim was to initiate a conference that would bring together top scholars and practitioners on the most important issues facing the two countries and their important bilateral alliance. Since then, the Council has successfully hosted an annual conference, alternating every other year between meetings in Seoul and Washington. Because of the unexpected attacks on the World Trade Center in New York just 1 month prior to the conference, the papers did not capture adequately an assessment of the actual and potential impact of the terrorist attack on U.S. foreign policy, its implications for the two Koreas, and its probable effects on China and Russia. There were suggestions that the attack would have major effects, but few details about what those would be, which was understandable with so little time having elapsed since the attack. On the other hand, several authors stressed that in important ways much had not changed: U.S. commitments had not been shifted or weakened; the U.S. ability to militarily uphold its commitments had not been affected; and the solidarity of the ROK-U.S. alliance again had been demonstrated through South Korea's strong support for the war on terrorism.

Yet it now faces challenges from within. Domestic political turmoil, including deepening political polarization and rising nationalism in both countries, has cast doubt on the alliance’s viability—with critical implications for the balance of power in East Asia. Scott A. Snyder provides an authoritative overview of the internal and external pressures on the U.S.–South Korea alliance and explores its future prospects. He argues that nationalist leaders’ accession to power could put past successes at risk and endanger the national security objectives of both countries. In the United States, “America first” nationalism favors self-interest over cooperation and portrays allies as burdens or even free riders. “Korea first” sentiments, in both progressive and conservative forms, present the U.S. military presence in South Korea as an obstacle to Korean reconciliation or a shackle on South Korea’s freedom of action. Snyder also examines North Korea’s attempts to influence South Korean domestic politics and how China’s growing strength has affected the dynamics of the alliance. He considers scenarios in which the U.S.–South Korea relationship weakens or crumbles, emphasizing the consequences for the region and the world. Book excerpt: This report, prepared jointly by RAND and the Korea Institute of Defense Analyses, assesses whether and how the United States and the Republic of Korea (ROK) can maintain and invigorate their security relationship should North Korea no longer pose a major threat to peace and stability on the Korean peninsula. The research identified prospective changes in the U.S.-ROK alliance stemming either from shifts in relations between North and South Korea, from changes in the larger regional security context, or from both. Analyses focused on four alternative models of the alliance, evaluating the relevance of each according to shifting peninsular and regional conditions and according to more-precise criteria for judging their suitability, feasibility, and flexibility. The findings enabled the researchers to specify four potential end states. Because of the variability in future political and military conditions, it was not possible to determine a single optimal model or end state. But there is ample basis for building a post-unification alliance, which would possess a very different logic and structure from those of the threat-based environment of the Cold War. Through such an alliance, both countries would help realize their primary policy needs while keeping potential areas of political, economic, and security divergence in check.

The geopolitical location of the Korean peninsula and history of the superpower intervention in inter-Korean relations make it impossible to attempt any prognosis of future inter-Korean relations without assessing expected actions of the concerned powers, namely the U.S., Soviet Union, China, and Japan. The U.S. is the only nation among the four that has not shown any territorial interest in the Korean peninsula, and also has diverse and multi-pronged cooperative relations with all concerned powers. The U.S. can initiate an effort to keep peace on the Korean peninsula. This paper reviews present situations between the North and South Korea and discusses the security environment on the Korean peninsula and suggests several desirable roles of the United States for sustaining peace on the Korean peninsula.
