Therefore, to avoid an unstable situation both now and in the future, a policy to foster the reunification of the Korean Peninsula would be one of the most desirable alternatives.

Through a combined South-North Olympic team and an effort of jointly hosting the Games, Republic of Korea president Moon Jae-in has marked the year 2032 as special in the future of the Korean Peninsula. Although the International Olympic Committee (IOC) has expressed scepticism about a combined hosting of the Games, the expectation in Korea is that this event will underline the shared destiny of the people inhabiting the peninsula and realign two states still caught in an ideologically fraught civil conflict that is one of the last vestiges of the Cold War. Chapters begin with a brief historical review and analysis of the present, before moving to consider how these will shape the next decade, drawing comparative and complementary analyses. No matter how contrasting the contemporary trajectories of both North and South Korea might appear, ‘Korea’ as a singular entity is an old concept still containing great possibilities. Book excerpt: This report, prepared jointly by RAND and the Korea Institute of Defense Analyses, assesses whether and how the United States and the Republic of Korea (ROK) can maintain and invigorate their security relationship should North Korea no longer pose a major threat to peace and stability on the Korean peninsula. The research identified prospective changes in the U.S.-ROK alliance stemming either from shifts in relations between North and South Korea, from changes in the larger regional security context, or from both. Analyses focused on four alternative models of the alliance, evaluating the relevance of each according to shifting peninsular and regional conditions and according to more-precise criteria for judging their suitability, feasibility, and flexibility. The findings enabled the researchers to specify four potential end states. Because of the variability in future political and military conditions, it was not possible to determine a single optimal model or end state. But there is ample basis for building a post-unification alliance, which would possess a very different logic and structure from those of the threat-based environment of the Cold War. Through such an alliance, both countries would help realize their primary policy needs while keeping potential areas of political, economic, and security divergence in check.

In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

There were many conflicts and challenges between the ROK and the United States in keeping the relationship strong. Nevertheless, the ROK-US alliance has successfully defended South Korea from the volatile threat of North Korea and maintained stability and peace in Northeast Asia. After the historical North-South Summit talks in June 2000, Korean unification is more likely now than it has been at any other time since Korea's division. Once Korea is unified peacefully under South Korea's leadership, however, Korean unification will bring into question the necessity of the ROK-US alliance. In other words, the diluting of the strategic goals of the alliance, regional concerns toward the further strengthening of today's ROK- US alliance, and growing Korean national self-consciousness for self-defense and antagonism against foreign powers undoubtedly will pressure the Korea-US alliance to modify its role and nature into a more flexible and limited alliance. Given these situations, the most important means to compensate for a weakened former bilateral alliance will be a Northeast Asian multilateral security system in conjunction with the growing economic, political, and security interdependence throughout the region.

Korea recognizes that China as a land-based identity has historically tried to form its sphere of influence and intervened in the Korean affairs. Despite the anti- Americanism in Korea, Seoul understands that there is a strong need for the U.S.-ROK alliance not only to deter the DPRK but also to ensure that the maritime power can counterbalance against Chinese intrusion in the Korean affairs. History shows that Korea has preferred to rely on an external power to counterbalance against a proximate power, and it would be a tough situation for the ROK to withstand the weight of the PRC alone. Seoul's security interest will dominate the cultural and economic aspects of relations with China. Therefore, Seoul has a vested interest in ensuring the pre-eminence of the United States. Seoul must send an unambiguous signal to Washington that it continues to desire the U.S.-ROK alliance while maintaining its economic relationship with Beijing. Beijing must recognize that the presence of U.S. forces is a historical and geopolitical necessity for South Korea.

A New Allianee for the Next Century seeks to contribute to the reexanmination of the U.S.-ROK security relationship. In this collaborative effort of RAND and the Korea Institute of Defense Analyses the two research teams intensnvly review the past history and present status of the U.S.-ROK alliance and assess the alliance, s future development in light of regional and local challenges. The authors identifiy range of outcomes based on alternative models of the future U.S.-ROK security relationship and offer a framework for evaluating the suitability, feasibility and flexibility of their security-planning alternatives. Both research teams believe that the potential for a post -unification alliance clearly exists, but that such an alliance, and the strategic planning it entails, need to be managed effectively by the political and military leaderships of the United States and the Republic of Korea. Looking beyond present realitics is more important now than at any time in the history of the alliance, and the process of planning for the future must begin now.
