Book excerpt: Current Secretary of Defense guidance to the armed services is to develop a strategically balanced Joint force capable of spanning the full spectrum of conflict. This concept is driven by acknowledgment that predicting every threat is unrealistic and promotes the idea that the best security approach is a flexible force capable of responding to a broad range of threats. The Army's Capstone Concept to support the Joint intent is development of a force that is not optimized towards specific threats but depends on rapid adaptability to threats as they are revealed. As envisioned, the Army's concept demands debate on the risk and affordability implications of this approach to strategic balance. This paper addresses a risk-based approach to balance the Army that assesses alternative postures and addresses the viability of balanced force concepts in mitigating national risk in a resource constrained environment. This assessment also examines alternate definitions and definitional implications of balance and the continued relevance of conventional capabilities and nuclear deterrence to a balanced force posture.

To assess these questions, this essay will explore three interrelated themes: First, China's shifting relationship to the Soviet-American power balance since 1949; second, the basic patterns in contemporary Sino-American relations and Sino-Soviet relations, as they contribute to defining China's global role; and third, China's importance in the contemporary international system, as perceived by China and by other major powers. Some general conclusions will be drawn about the likely evolution of the global strategic balance through the remainder of the 1980s.

It attempts to map future key players, and to identify future fault lines and subjects of regional competition. It then analyzes what drives military effectiveness, and examines the military paradigms of the key players, highlighting the growing gap between these paradigms and the regional context in which they would have to be applied, resulting in the inability of key regional players to overthrow their peers using hard power and the challenges they face to shape most of the conflicts conducted on distant, third-party soil. Finally, in terms on non-conventional capabilities, the Iranian nuclear endeavor is likely to drive Sunni powers to the nuclear threshold either after or even before the nuclear agreement's 10 to 15-year horizon, while rudimentary chemical, biological and radiological weapons might become the non-states' weapon of choice for mass impact.
