Book excerpt: The objective of this book is to ascertain whether extending arms control to cover ASW weapons systems would measurably improve the calculated confidence that defense analysts place in the long-term viability of the missile submarine deterrent. No sector of a superpower's defense system is quite so invulnerable against a preemptive attack as its fleet of highly mobile, deep-diving, long-ranging missile-bearing submarines. These make possible a second-strike capability that acts as a forceful deterrent against aggression. But this situation could become unbalanced through the development of effective techniques of strategic antisubmarine warfare (ASW). The objective of this book is to ascertain whether extending arms control to cover ASW weapons systems would measurably improve the calculated confidence that defense analysts place in the long-term viability of the missile submarine deterrent. In the course of investigating many questions, a major conclusion that emerges is that there are only a small number of potential measures for strategic ASW control that would significantly increase confidence in this deterrent, but that the matter is not now urgent in any case, because any threat to the submarine deterrent from ASW "seems at the moment uncertain and very far in the future." These concerns are addressed in the book by a group of contributors who originally delivered their papers at a conference organized by the American Academy of Arts and Sciences with the support and cooperation of the Carnegie Endowment for Peace, the Alfred P. Sloan Foundation, and the Johnson Foundation. The conference was held at "Wingspread," the headquarters of the Johnson Foundation in Racine, Wisconsin, in November 1972. The papers range in content from technical considerations to political and legal concerns.

Book excerpt: The programme aims to maintain the UK's nuclear deterrent beyond the life of the current system, with the introduction into service of the first of a new class of submarines in 2024. The timetable is challenging and the MoD needs to manage key risks if continuous nuclear deterrence is to be maintained. The current two year initial concept phase for the new class of submarines requires a series of important and difficult decisions to be taken by September 2009 to keep the programme on track. The MoD has appointed a Senior Responsible Owner to co-ordinate these decisions. The current predicted cost of procuring the new nuclear deterrent is between �15 billion and �20 billion (2006-7 prices), as outlined in the 2006 White Paper, The future of the UK's nuclear deterrent (Cm. 6994, ISBN 9780101699426). The estimated operating costs once the new class of submarines comes into operation are similar to those of the current deterrent, and the MoD recognises the need by September 2009 to produce robust estimates of whole-life costs. There are major areas of uncertainty in the budget, including the provision for contingency and VAT. The submarine industry is a highly specialised industrial sector with a number of monopoly suppliers and there are real difficulties in providing the right incentives for these suppliers to deliver to time and budget. The tight timetable set for ensuring the seamless transition from the present Vanguard class of submarines to the future class is challenging. A further risk to the programme is a shortage of nuclear-related skills in industry and within MoD - potentially aggravated by competition from civil nuclear projects.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

This emergent nuclear ballistic missile submarine (SSBN) force will pose unique challenges to a country that has favored tightly centralized control over its nuclear deterrent. The choices China makes about SSBN command and control will have important implications for strategic stability. Despite claims that the People's Liberation Army (PLA) Rocket Force will be responsible for all Chinese nuclear forces, Chinese SSBNs currently appear to be under the control of the PLA Navy. However, China may choose to revise its command and control structures as its SSBNs begin armed deterrent patrols. There are three broad command and control models, allocating varying degrees of authority to the PLA Navy or the Rocket Force. China's decisions about SSBN command and control will be mediated by operational, bureaucratic, and political considerations. A hybrid approach to command and control, with authority divided between the navy and the Rocket Force, would be most conducive to supporting strategic stability.

Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades.
