Book excerpt: The Commonwealth is working for the UK however if the organisation is to reach its potential and influence events, the Commonwealth Secretariat needs to "sharpen, strengthen and promote its diplomatic performance". Recently the Commonwealth has appeared less active and less publicly visible. The Government does not appear to have a clear and co-ordinated strategy for its relations with the Commonwealth. The moral authority of the Commonwealth has "too often been undermined by the repressive actions of member governments". The Committee is "disturbed to note the ineffectiveness of the mechanisms for upholding the Commonwealth's values", and expresses support for the Eminent Persons Group's proposal for a Commonwealth Charter. The Committee also says that it is not convinced that member states are making the most of the economic and trading opportunities offered by the Commonwealth. The report welcomes the fact that the Commonwealth continues to attract interest from potential new members, and the report says that there are advantages in greater diversity and an extended global reach for the Commonwealth however the application process should be rigorous. There is also concern at the continuing evidence of serious human rights abuses in Sri Lanka and the Committee urges the Prime Minister to state publicly his unwillingness to attend the Commonwealth Heads of Government Meeting in Colombo meeting unless he receives "convincing and independently-verified evidence of substantial and sustainable improvements in human and political rights in Sri Lanka."

Book excerpt: In the closing years of the British rule in India, a secret plan was conceived and discussed at the highest circles for a crown colony comprising the hill areas of North East India and the tribal areas of Burma. The plan could not be implemented largely because it came up for discussion in the closing years of the British rule over India. The plan has been referred to in many publications. What was of concern was that scholars have made reference to the Crown Colony Plan/Protectorate without reading the actual texts. For too long, secondary references have been used in writing about these plans as the original documents were not easily available for research. This book compiles the four British plans into a single volume. There is a connection between the four plans of Reid, Clow, Mills and Adams. All four were members of the Indian Civil Service, all four served in various capacities in the region and all officers left their accounts/notes perhaps not mindful that even if these were not implemented the notes would come up for discussion many years after their departure.

I was so impressed with its outlook that I have asked leave to write a few lines on the subject. To the whole of the diagnosis of the present state of affairs throughout the British Empire, I do not profess to commit myself. I do not know enough, and I do not think anyone can know enough, to be certain of all the ground. What interests me is the breadth of outlook, and a certain quality in the estimate of results, amounting to brilliance. The author sees, as others of us do, that the great war has precipitated what was already in solution. There is now a definite residuum which was not distinctly observable earlier. This is likely, not only to increase, but to be of increasing importance. For the rest, thatfrom which the precipitation has come is growing clearer. For alarm, I doubt whether there is any real cause at all. The process in operation to-day is one which has been as unavoidable as it has been natural. It is only if we are narrow minded and try to interfere artificially with What we cannot safely endeavour to arrest, that danger is likely to arise. The age is one of a tendency which has become both obvious and universal. But it is taking effect within the limits of human nature - human nature, which is everywhere in the main the same, and which history has shown to be in the end dominating for good when not interfered with. What we have to do is to cultivate in our selves and in our neighbours the larger outlook upon our national lines. We all need more knowledge, intellectual and spiritual. Both fall within the forms of knowledge, and without both the world will remain incomplete. The change which is coming is not greater than that which Christianity introduced nearly two thousand years ago. Then many were alarmed, for reasons which were to prove so misplaced that we have now forgotten them. To-day the world is moving nearly as rapidly. One has only to live in London at the present time in order to become aware of the fact. What is extreme in some phases of new movements is steadily losing its sharp edges as democracy grows. We are learning that democracy is in the main conservative in tendency. That is because it appears as cautious, in this country certainly, wherever it does not know and is therefore not convinced. Only when it is thwarted in what it is striving towards, does it become alert and aggressive. Now it does not seem as if to-day democracy, here at least, were striving after anything very dangerous or even definite. What it asks for is more knowledge, for itself and for its rulers, and more knowledgehas not in the past resulted in violent action. It is narrowness of view, arising from the lack of the larger outlook, that the history of the past shows to have caused danger of violent action. How central was the intervention of the metropolitan Left in the liquidation of the British Empire? Were labour mobilisations in the colonies only stepping stones for bourgeois nationalists? To what extent were British labour activists willing and able to form connections with colonial workers, and vice versa? Here are some of the complex questions on which this volume sheds new light. Though convergences were fragile and temporary, this book recapture the sense of uncertainty that accompanied the final decades of the British Empire, a period when radical minorities hoped that coordinated efforts across borders might lead not only to the destruction of the British Empire but to that of capitalism and imperialism in general. Exploiting rare primary sources and adopting a resolutely transnational approach, our collection makes an original contribution to both labour history and imperial studies.
