Book excerpt: Offshore wind energy can generate renewable energy and Northern Europe already uses it as an electricity source (windeurope.org, n.d.). While some in the United States (US) have been reluctant to embrace offshore wind power, the Biden administration has advocated increasing East-Coast offshore wind power generation to up to 30 gigawatts (Eilerin & Dennis, 2021). In 2020, Texas generated approximately 20 percent of its electricity from onshore wind turbines (EIA, Today in Energy, 2020). Texas has not invested in offshore wind energy generation along hundreds of miles of available Gulf of Mexico coastline. This study describes environmental impacts case studies of previously developed United States offshore wind farms to establish recommendations for what an offshore wind farm in Texas could look like. Two case studies along the Texas Gulf Coast are used as potential guides for future Texas offshore wind development. An analysis of infrastructure requirement, environmental impacts, policy and levelized cost of energy is included to inform recommendations for further wind developments. The levelized cost of energy (LCOE) of offshore wind is compared with costs of natural gas combined cycle electricity to estimate the approximate comparative cost of those sources through 2050. Such an analysis does not deal with the real full costs, benefits, and risks of offshore wind generation, nor does it define the full range of demand and supply options for Texas’ electricity supply options. However, based on data from the Energy Information Agency and other sources, this limited LCOE provides a context for costs associated with offshore wind. The 2021 Texas winter storm exposed the vulnerability of Texas’ electrical grid. Texas would benefit from more reliable and stable energy capacity to meet demands of a rapidly growing population in one of the fastest growing states in the country. An offshore wind industry could provide security to Texas’ energy future if it represents a wise investment. Book excerpt: Offshore wind is already a significant component of the electricity generation mix in Europe, and improvements in technology and cost are enabling increased offshore wind penetration in new markets around the world. Thus far, the US has struggled to materially participate in this industry, with only a single 30 MW offshore project in operation. Navigating a complicated regulatory framework, the lack of a coherent national policy, and facing local opposition, the industry has experienced some spectacular failures in recent years. However, the US now has an opportunity to take advantage of the lessons learned from years of (primarily) European development and combine them with excellent offshore wind resources close to transmission-constrained load centers. By far the leader of the US onshore wind industry, and with a long history of offshore oil and gas development, Texas has some major advantages when it comes to offshore wind. Wind resources in the Gulf of Mexico are more than adequate for economic production. With shallow depths and relatively calm seas, the Texas Gulf Coast is also well suited to offshore wind construction. These factors, coupled with a pro-development state regulatory scheme and extended jurisdiction over submerged lands, suggest that Texas is an ideal candidate for offshore wind development. With no currently active projects in the pipeline, this thesis examines the economic viability of offshore wind development on the Texas Gulf Coast at the project level. Using an ideal location and cost data from National Renewable Energy Laboratory (NREL), the Energy Information Administration (EIA), and industry sources, a hypothetical “test project” was developed and evaluated against three cost estimate cases and ten regulatory scenarios. These inputs were fed into a Discounted Cash Flow model to determine potential competitiveness in the Power Purchase Agreement (PPA) market in the ERCOT region. Results indicate that without significant cost reductions or major changes to either market conditions or federal/state incentive schemes, Texas Gulf Coast offshore wind cannot compete with other forms of onshore renewable generation. With ever-decreasing costs, it is not impossible that offshore wind could become viable at some point in the future, but given current conditions, it is not likely that any projects are on the near-term horizon.

Texas also leads the nation in installed wind power and is the 6th largest wind market in the world. Over the past decade, Texas has gone from zero megawatts of installed wind to now over 14,000 megawatts. Texas has an immense onshore wind resource that has been exploited. However, Texas' largest untapped energy resource has yet to be explored - offshore wind. Texas is also experiencing one of the most severe and longest sustained drought cycles in the state's history. Texas is blessed with a vast supply of groundwater trapped in aquifers, but energy-intensive water desalination plants are required to purify the robust supply of brackish water. Cheap offshore wind has the ability to turn large-scale water desalination into an economical solution. Offshore wind and water desalination in Texas have the potential to double Texas' clean energy economy over the next decade. Texas' knowledge of offshore energy development will be key in developing offshore wind. Texas also has existing water desalination plants online, but will need substantially larger water desalination capacity in order to meet future water demand. This thesis will focus on offshore wind and water desalination technology development, cost competitiveness with competing renewable energy and thermo electric generation resources on the ERCOT nodal grid, and the opportunity to couple water desalination facilities with offshore wind farms to enhance overall project economics, reduce the cost of electricity, and increase the supply of fresh water. An economic model evaluating offshore wind-powered water desalination will be utilized to demonstrate the viability of implementing these technologies across the state. Texas' economic future is dependent on solving its energy and water challenges. Offshore wind development and large-scale water desalination facilities will enable Texas to thrive as the world's most advanced and innovative Energy and Water Capital.
