The report examines the state of the higher education sector in Mexico and analyses key policies implemented by the federal and state governments. It assesses national governance and co-operation structures that help to guide the higher education system, and the relevance of existing national strategies. It also looks at public funding of higher education institutions, how the quality of higher education programmes is assured; and the extent to which the higher education system contributes to equity. The report concludes by exploring two key sectors of higher education: teacher education colleges and professional and technical institutions. Book excerpt: Millions of students in the US and Mexico begin their educations in one country and find themselves trying to integrate into the school system of the other. As global migration increases, their numbers are expected to grow and more and more teachers will find these transnational students in their classrooms. The goal of The Students We Share is to prepare educators for this present and future reality. While the US has been developing English as a Second Language programs for decades, Mexican schools do not offer such programs in Spanish and neither the US nor Mexico has prepared its teachers to address the educational, social-psychological, or other personal needs of transnational students. Teachers know little about the circumstances of transnational students' lives or histories and have little to no knowledge of the school systems of the country from which they or their family come. As such, they are fundamentally unprepared to equitably educate the "students we share," who often fall through the cracks and end their educations prematurely. Written by both Mexican and US pioneers in the field, chapters in this volume aim to prepare educators on both sides of the US-Mexico border to better understand the circumstances, strengths, and needs of the transnational students we teach. With recommendations for policymakers, administrators, teacher educators, teachers, and researchers in both countries, The Students We Share shows how preparing teachers is our shared responsibility and opportunity. It describes policies, classroom practices, and norms of both systems, as well as examples of ongoing partnerships across borders to prepare the teachers we need for our shared students to thrive.

Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

Book excerpt: Over the last three decades, a significant amount of research has sought to relate educational institutions, policies, practices and reforms to social structures and agencies. A number of models have been developed that have become the basis for attempting to understand the complex relation between education and society. At the same time, national and international bodies tasked with improving educational performances seem to be writing in a void, in that there is no rigorous theory guiding their work, and their documents exhibit few references to groups, institutions and forces that can impede or promote their programmes and projects. As a result, the recommendations these bodies provide to their clients display little to no comprehension of how and under what conditions the recommendations can be put into effect. The Education System in Mexico directly addresses this problem. By combining abstract insights with the practicalities of educational reforms, policies, practices and their social antecedents, it offers a long overdue reflection of the history, effects and significance of the Mexican educational system, as well as presenting a more cogent understanding of the relationship between educational institutions and social forces in Mexico and around the world.

Book excerpt: For decades, Mexican leaders and scholars as well as outside observers have spoken of a Mexican university system in crisis, expressing concern over student political activism and violence, declining quality of instruction and facilities, crowded campuses, and lack of employment for graduates. When the government harshly suppressed a student movement in 1968, world attention focused on the turmoil that was endemic in university life. During the severe economic slump of the 1980s, the fundamental weaknesses of the Mexican economy—its inefficiency and inability to compete in the world—were often attributed to failings of the university system. Using original quantitative data on the graduates of all Mexican universities in a dozen major professional fields since 1929, the author explores the nature of this purported "crisis" by examining a series of questions about the Mexican university system: How have the changing policy priorities of the Mexican government affected the university’s education of professionals? How have the Mexican economy’s needs for professionals shaped the functioning of the university system? Has Mexico trained "enough" professionals? Have they been trained in the "right" fields? Has the university been able to respond to demands for upward mobility through higher education? The author’s detailed analysis reveals a paradox: to the extent that Mexican universities may not be producing the kinds of expertise needed for competing in the new global marketplace, that educational quality has declined gradually over time, and that the university has not contributed much to social mobility, one may indeed speak of a crisis. Yet because the university system has reached its present form in response to demands placed on it be government, the economy, and society, responding pragmatically to circumstances beyond its control, the author concludes that the crisis is not fundamentally a university crisis, but rather one that lies in Mexican economy and society at large.

Book excerpt: In the era of globalization since the 1990s, international cooperation has become one of the most challenging topics of debate and research in higher education. This book attempts to provide scientific evidence on the debates and different types of internationalization found in higher education from a Mexican point of view. It identifies German and Mexican partnership collaborations in institutions of higher education as well as the experiences of German and Mexican university personnel involved in educational projects. The findings are based on qualitative research using documentary evidence, semi-structured expert interviews and qualitative content analysis. The study encompasses three levels. At the macro level, internationalization of higher education is discussed in a general way but with a focus on the Mexican situation, presenting a typology of prevailing types of internationalization. The meso level includes a secondary analysis of official data on the bilateral relations between German and Mexican institutions of higher education. The micro level presents a case study of two particular university collaborations using the experiences of those involved in both countries. Laura Patricia Cruz Ruiz (born 1972 in Chiapas, Mexico) studied in the field of education at the Business and Pedagogical Development University (UNIVDEP) in Mexico City, where she received her Master Degree (M.A.) in 2008. She has worked at the Mexican Secretariat of Health and Education as well as in the National Council of Science and Technology (CONACyT), from which, in 2010, she obtained a scholarship for her doctoral studies in Germany. She held a German-Mexican scholarship for international capacity building in Germany from 2005-2006. In 2015, she completed her doctoral degree (Dr. phil.) at the Faculty for Philosophy and Educational Research in the field of Comparative Education at Ruhr University Bochum in Germany.
