Book The Future of Local Government Classic Reprint

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Future of Local Government Local Government seems, to many people, an uninspiring study. The school of Socialists, very influential in this country in the past, which devoted its principal attention to the development of the "municipal enterprise" of a generation ago, has been, then and since then, freely denounced and contemned as advocates of mere "gas and water Socialism." Perhaps, from one point of view, the criticism was just; for it was easy for the local Labour councillor, keenly conscious of the responsibilities of his office and somewhat overwhelmed by the mass of administrative detail in which he found himself involved, to forget all about the wider issues of Socialism, and to devote himself entirely to his efforts to improve the housing, sanitation, and services and amenities of his native town within the limitations imposed by the present economic and political system. But, if the criticism was in some measure justified, certainly in some quarters the reaction has been allowed to proceed too far, so as to obscure the fundamental importance of the work upon which the local Labour councillor is engaged. For Local Government is a matter of primary concern, above all to the Labour Movement, not only on account of the immediate services which it is capable of performing, but also because of the place which it can be made to assume in a reorganized social system. Book excerpt: LOCAL Government seems, to many people, an uninspiring study. The school of Socialists, very influential in this country in the past, which devoted its principal attention to the development of the "municipal enterprise " of a generation ago, has been, then and since then, freely denounced and contemned as advocates of mere "gas and water Socialism." Perhaps, from one point of view, the criticism was just; for it was easy for the local Labour councilor, keenly conscious of the responsibilities of his office and somewhat overwhelmed by the mass of administrative detail in which he found himself involved, to forget all about the wider issues of Socialism, and to devote himself entirely to his efforts to improve the housing, sanitation, and services and amenities of his native town within the limitations imposed by the present economic and political system. But, if the criticism was in some measure justified, certainly in some quarters the reaction has been allowed to proceed too far, so as to obscure the fundamental importance of the work upon which the local Labour councilor is engaged. For Local Government is a matter of primary concern, above all to the Labour Movement, not only on account of the immediate services which it is capable of performing, but also because of the place which it can be made to assume in a reorganized social system. In a practical way Labour has recognized this fact, and has made a determined effort to secure control of the machinery of Local Government. In the majority of areas it has made headway, but not, as a rule, nearly enough to give it a commanding position. Where, as in the Metropolitan Boroughs, it has won sweeping municipal victories, the effect has been to make its representatives on the local Councils, which are dominated by Labour, perhaps more con- scious at present of the immense difficulties which immediately confront them than of the still greater opportunities which can be created for the future.

Book Centralisation Devolution and the Future of Local Government in England

Download or read book Centralisation Devolution and the Future of Local Government in England written by Steve Leach and published by Routledge. This book was released on 2017-07-28 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: English local government is in a state of decline after 40 years of incremental but cumulative centralisation by central government. This book is the first to directly address this trend's impact upon the institution of local government, a crucial element in the democratic viability of a unitary state. The process of centralisation, and its corrosive effect on the status and responsibilities of local government, have been widely recognised and deplored among politicians and senior officers within local government, and by academics with an interest in this field. However, there has been no study exploring in detail its impact, and, equally important, suggesting ways in which the growing imbalance between the powers of central and local government should be rectified. This book fills this gap. This text will be of key interest to scholars, students and practitioners of local government, and more generally to those interested in what has been happening to British politics and governance.

Book Local Government and the States Autonomy Politics and Policy

Download or read book Local Government and the States Autonomy Politics and Policy written by David R. Berman and published by Routledge. This book was released on 2015-06-03 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an overview of the legal, political, and broad intergovernmental environment in which relations between local and state units of government take place, the historical roots of the conflict among them, and an analysis of contemporary problems concerning local authority, local revenues, state interventions and takeovers, and the restructuring of local governments. The author pays special attention to local governmental autonomy and the goals and activities of local officials as they seek to secure resources, fend off regulations and interventions, and fight for survival as independent units. He looks at the intergovernmental struggle from the bottom up, but in the process examines a variety of political activities at the state level and the development and effects of several state policies. Berman finds considerable reason to be concerned about the viability and future of meaningful local government.

Book Reclaiming Local Democracy

Download or read book Reclaiming Local Democracy written by Ines Newman and published by Policy Press. This book was released on 2014-05-07 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this book Ines Newman raises new questions about the fundamental principles that should guide local government decision making in an era when austerity measures leave local governments struggling to meet the demands for services. Drawing on a lifetime of experience as a practitioner and academic within local government, she shifts the agenda toward a more ethical view of how local governments can enact policies that improve social justice and local democracy. Newman argues that local governments should provide a voice for those who lack power, and she does so through an energizing call to reengage politics with ethics and an examination of how local governments can develop active citizens, make a difference in the well-being of the disadvantaged, and, in the end, promote real democracy.
