Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, we have witnessed a growing scarcity of and competition for water around the world. As the demand for water for domestic, municipal, industrial, and environmental purposes rises in the future, less water will be available for agriculture. But the potentials for new water resource development projects and expanding irrigated area are limited. We must therefore find ways to increase the productivity of water used for irrigation. This paper reviews the literature on irrigation efficiency and on the potential for increasing the productivity of water in rice-based systems. It stresses the continuing confusion over the concepts of irrigation efficiency and water productivity. It identifies the reasons for the wide gap between water requirement and actual water input (both irrigation diversions and rainfall) in irrigated rice production systems and discusses potential opportunities for increasing water productivity both on-farm and at the system level. Based on the reported low farm and system level irrigation efficiencies, the potentials for water savings in rice production appear to be very large. But we do not know the degree to which various farm and system interventions will lead to sustainable water savings in the water basin until we can quantify the downstream impact of the interventions. Studies on the economic benefits and costs, and environmental aspects of alternative interventions are also lacking. This paper emphasizes the need to measure the productivity of water at farm, system, and basin levels, and to understand how the productivity at one level relates to the productivity at another. Without water balance studies to measure productivity at these different scales, it is not possible to identify the potential economic benefits of alternative interventions and the most appropriate strategies for increasing irrigation water p productivity in rice-based systems.

The water resources of the Mekong region - from the Irrawaddy and Nu-Salween in the west, across the Chao Phraya to the Lancang-Mekong and Red River in the east- are increasingly contested. Governments, companies, and banks are driving new investments in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional 'development'. Their plans and interventions should provide some benefits, but also pose multiple burdens and risks to millions of people dependent on wetlands, floodplains and aquatic resources, in particular, the wild capture fisheries of rivers and lakes. This book examines how large-scale projects are being proposed, justified, and built. How are such projects contested and how do specific governance regimes influence decision making? The book also highlights the emergence of new actors, rights and trade-off debates, and the social and environmental consequences of 'water resources development'. This book shows how diverse, and often antagonistic, ideologies and interests are contesting for legitimacy. It argues that the distribution of decision-making, political, and discursive power influences how the waterscapes of the region will ultimately look and how benefits, costs and risks will be distributed. These issues are crucial for the transformation of waterscapes and the prospects for democratizing water governance in the Mekong region. Book excerpt: This technical document has been developed in recognition of the increasingly diverse demands for water from irrigation systems and the need to introduce more holistic land uses into conventional irrigation management. Despite historical precedents and efforts in the twentieth and early twenty-first centuries, the potential for the integration of fish production (capture fisheries and aquaculture) and irrigation systems has yet to be fully realized. Capturing these underutilized opportunities for the integration of fisheries and aquaculture could significantly increase local economies, food security, household incomes and livelihood diversity within irrigated agriculture systems. To re-examine the potential of fisheries in irrigation systems, the concept of the extended command area (ECA) is used, expanding the conventional definition of an agriculture irrigation command area. The reason for this expanded definition is because all elements of an irrigation system, from upstream dam storage to downstream drainage areas, offer opportunities for increasing fish production. Many of these opportunities may be realized at no additional cost to the main irrigated crop. This document provides an introduction to the ways fisheries and aquaculture already co-exist with irrigation and explores the threats and opportunities that arise from this. A key concept for sustaining and enhancing inland capture fisheries is “connectivity”– a fundamental basis for ensuring adequate environmental conditions to allow fish to flourish within an aquatic ecosystem such as a river, lake, or wetland. Improving connectivity within an ECA can restore elements of ecological services that may have been compromised or degraded through irrigation, water management or through other rural infrastructure development such as road construction. Practical application of the integration of fisheries and irrigation systems is explored through the use of the Ecosystem Approach to Fisheries (EAF) in the context of irrigation systems. The proposed process links the development of an EAF management plan for fisheries to irrigation system operation and is given the acronym EAFm-i. A key part of this linkage is an assessment of water resources in the system and the management of water for delivery to fisheries. Additional tools to support the EAFm-i process are also described. Although the experience and approach are drawn largely from irrigation systems and inland capture fisheries in Southeast Asia, the application of the ECA concept and approach will be relevant to any irrigation or water management system where there is potential for the closer integration and harmonization of fisheries and irrigation systems and where water users are interested in realizing this potential. This short paper is intended to encourage fisheries and irrigation specialists to engage in greater dialogue and cooperation over the integration of fisheries into irrigation planning and to support piloting of an EAFm-i process, which can be the basis for further development.

In an effort to identify future research areas, this review examines the status quo, and connects or disconnects with stated policy through a broad lens to capture strengths and challenges across crop production, irrigation management and post-harvest contexts. It places irrigation under scrutiny in terms of its value as a major area of government expenditure in recent years, and asks whether it presents the best potential for future gains in productivity, when compared with the prospects offered by investments in other aspects of agriculture. The fieldwork and review of current literature that form the basis of this report were undertaken at the request of, and partly funded by, the Australian Centre for International Agricultural Research (ACIAR). It is also intended to contribute knowledge to the CGIAR Research Program on Aquatic Agricultural Systems (AAS) led by WorldFish, who co-funded the activities.

Book excerpt: In the Dry Zone of Myanmar, improved access to water is widely acknowledged as being vital for livelihood enhancement and the general well-being of around 10 million people, most of whom depend on agriculture. Thus, expanding the sustainable use of groundwater is of great importance for socioeconomic development. According to this study, opportunities for accessing groundwater are generally good, and development of the resource has steadily increased over the years. However, there still appears to be good prospects for expanding groundwater use for irrigation, with a view to increasing agricultural production. Provision of affordable mechanical technologies for drilling wells and support with credit facilities to purchase small-capacity motorized pumps for irrigation could improve food security and livelihoods, where there is potential to expand groundwater use. Replenishable groundwater resources of the Dry Zone are likely to be less than previously thought. Thus, it is important to find the right balance between increasing development of the resource for enhanced irrigation, while also protecting its existing beneficial use for communities and the environment.
