Gone is the monolithic threat from a communist bloc led by the Soviet Union. In its place are scores of new concerns: the challenge of system transformation and political and economic reconstruction in central and eastern Europe; the re-emerging threats of ethnic conflict from the former Yugoslavia to the new central Asian republics; and, perhaps most important, the problems associated with the reconstruction of the Russian superpower—including economic and political instability, the threat from the right, the safety of nuclear stockpiles, and the nation's legitimate security interests as it attempts to regain influence. As these threats change, so must existing European security institutions. In this book, Catherine Kelleher examines emerging trends in post-cold war European security. She provides an overview of existing security structures and relationships and of the dynamics of changes within them. She offers insightful analysis into the strengths and weaknesses of the these structures, as well as the challenges to closer cooperation. Kelleher details recent events in Europe's most important security institutions—NATO, the Conference on Security and Cooperation in Europe (CSCE), and the Western European Union (WEU)—with special emphasis on new programs being designed to fit the changing landscape, programs like the Partnership for Peace, the Eurocorps, and the Combined/Joint Task Forces. She examines how they have responded to events in central and eastern Europe—from economic and security outreach efforts toward the emerging democracies to the response of these institutions to the Gulf and Yugoslav crises. Kelleher concludes with policy prescriptions that will make a significant contribution to the ongoing debate about the future of European security—where it is going and the best way to get there—and America's central role in that future.

Book excerpt: The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book will be of interest to students of European security, EU politics, defence studies and International Relations.

Eurasian security governance has received increasing attention since 1989. The North Atlantic Treaty Organisation, the institution that best served the security interests of the West in its competition with the Soviet Union, is now relatively ill-equipped resolve the threats emanating from Eurasia to the Atlantic system of security governance. This book investigates the important role played by identity politics in the shaping of the Eurasian security environment. It investigates both the state in post-Soviet Eurasia as the primary site of institutionalisation and the state's concerted international action in the sphere of security. This investigation requires a major caveat: state-centric approaches to security impose analytical costs by obscuring substate and transnational actors and processes. The terrorist attacks on the World Trade Center and the Pentagon marked the maturation of what had been described as the 'new terrorism'. Jervis has argued that the western system of security governance produced a security community that was contingent upon five necessary and sufficient conditions. The United States has made an effort to integrate China, Russia into the Atlantic security system via the Partnership for Peace (PfP) programme and the Euro-Atlantic Partnership Council. The Black Sea Economic Cooperation has become engaged in disseminating security concerns in fields such as environment, energy and economy. If the end of the Cold War left America triumphant, Russia's new geopolitical hand seemed a terrible demotion. Successfully rebalancing the West and building a collaborative system with Russia, China, Europe and America probably requires more wisdom and skill from the world's leaders.

Book excerpt: NATO, an organisation brought together to function as an anti-communist alliance, faced existential questions after the unexpected collapse of the USSR at the beginning of the 1990s. Intervention in the conflict in Bosnia between 1992 and 1995 gave it a renewed sense of purpose and a redefining of its core mission. Abe argues that an impetus for this change was the norm dilemma that the conflict in Bosnia represented. On the one hand a state which oversaw the massacre of its civilians was in breach of international norms, but on the other hand intervention by outside states would breach the norms of sovereign integrity and non-use of force. NATO, as an international governance organisation, thus became a vehicle for avoiding this kind of dilemma. A detailed case study of NATO during the Bosnian war, this book explores how the differing views and preferences among the Western states on the intervention in Bosnia were reconciled as they agreed on the outline of NATO’s reform. It examines detailed decision-making processes in Britain, France, Germany and the USA. In particular Abe analyses why conflicting norms led to an emphasis on conflict prevention capacity, rather than simply on armed intervention capacity.
