Although Europeans remain relatively well-equipped to mobilise the tools needed to tackle potential threats, within the EU there is limited awareness or recognition of the emerging challenges, a basic disinterest in strategic matters, and relatively few voices calling for effective and sustainable armed forces. In addition, the European political and institutional landscape regarding defence and military matters is extremely segmented. It is in this context that this report seeks to place European military capabilities in a broader perspective and highlight potential avenues for exploration and development over the next decade.

The Conference was attended by 52 direct participants from the United States of America, the United Kingdom, France, the Federal Republic of Germany and The Netherlands. Amongst these were prominent representatives of politics, science, media and peace groups. Under the chairmanship ofMr. Piet Dankert, former President of the European Parliament and former Vice Chairman of the Netherlands Atlantic Commission, and in the presence of 200 observers, the participants discussed the most topical themes of the European security debate. The themes of discussion were each introduced by an outstanding member of the international political scene. The verbatim texts and subsequent discussions have been edited and printed according to the order of the Conference. The editors have furthermore added for the sake of completeness a discourse by Ambassador Maynard Glitman, US negotiator in Geneva on Intermediate Range Nuclear Forces, on the principles and prospects of the US negotiating position. This discourse was held during the annual Study Conference of the Netherlands Atlantic Commission at October 11th, 1985. The Atlantic Commission wishes to express its gratitude to the Algemene Loterij Nederland and the European Cultural Foundation for providing funds for its second international Round Table Conference.

Book excerpt: Europe has suffered a decade of crises, with sovereign-debt troubles leading to austerity policies that exacerbated divisions inside member states and between them. Thereafter the Union was confronted with the challenges posed by a revanchist Russia in Ukraine and by a surge in migration from the Middle East and other conflict zones. The June 2016 UK vote to leave the Union threatened further damage to an institution that acknowledges it has failed to punch its weight in the spheres of foreign, defence and security policy. While that is a chronic shortcoming, its impact is becoming more acute as economic power moves East and Europe can no longer count on the steadfast support and leadership of the United States. The costs of Europe’s failure to achieve strategic coherence and effect are steadily rising. This Adelphi book addresses the consequences of Europe’s multiple crises for its standing as a strategic actor, acknowledging its unique character and capabilities. It argues that strategic thought and action is belatedly being informed by the deteriorating security environment, and that nascent initiatives have the potential to effect a step-change. There are grounds for cautious optimism, visible in the success of stabilisation and counter-piracy operations as well as coordinated diplomatic activity. Also, the continent’s leading powers are becoming more pragmatic about how cooperation is organised within and beyond the Union. These developments offer the possibility that Europe might meet its aspirations to be a strategic actor of consequence, despite a long-track record of disappointment and the still-considerable obstacles that lie in its path.
