Longtemps boudés par des économies abreuvées d'un pétrole ultra-compétitif, les carburants issus de matières premières végétales voient leur pertinence ressuscitée, à l'heure de la lutte en faveur de la réduction des gaz à effet de serre, de la pression accrue sur les prix du pétrole et des risques croissants engendrés par la dépendance énergétique de l'Union. Les mesures communautaires, proposées à des fins climatiques et énergétiques pourraient à moyen terme bouleverser les perspectives des agriculteurs européens, en quête de nouveaux débouchés et soucieux de redorer une image quelque peu ternie par les problèmes de pollution engendrés par leur activité. La Commission européenne présentait le 10 janvier 2007 son ± Plan d'action énergétique . Ce plan propose d'inclure 20 % d'énergies renouvelables dans le bouquet énergétique de l'UE et d'obliger les Etats membres à incorporer 10% de biocarburants dans celui des transports d'ici à 2020. Parvenir à de tels seuils exigera des Européens qu'ils parviennent à mobiliser à la fois une partie de leurs ressources publiques pour assurer le développement de ces nouvelles énergies et une partie des terres arables afin de les consacrer aux cultures à vocation énergétique. Par ailleurs l'ouverture de ± l'examen de santé de la Politique Agricole Commune et des débats sur les nouvelles orientations de l'agriculture européenne en 2008-2009 rapproche l'échéance des choix stratégiques pour l'agriculture européenne de demain et invite à étudier sérieusement les perspectives offertes aux agriculteurs par les biocarburants. Dans le cadre du programme d'études PAC 2013, qui vise à élaborer des propositions de réforme et de financement de la politique agricole, Notre Europe analyse dans une première phase les profonds changements qui ont modifié le cadre de l'activité agricole depuis la naissance de la PAC en 1962 et dont les biocarburants font partie. Dans la présente étude, Pierre Rainelli va au-delà de l'enthousiasme rhétorique souvent de mise à leur sujet en analysant dans un premier temps les conditions économiques de leur développement (relativement aux prix du pétrole) ; dans un second temps les incidences potentielles de la généralisation de ces cultures sur l'équilibre des marchés agricoles selon différentes hypothèses fiscales et techniques. Cette étude est ainsi opportune, car elle permet de décrypter les enjeux et les dilemmes auxquels les Européens auront à faire face lors des débats sur la place à donner aux biocarburants, au sein de l'agriculture européenne de l'après-2013.

Book excerpt: National interests in greater energy independence, concurrent with favorable market forces, have driven increased production of corn-based ethanol in the United States and research into the next generation of biofuels. The trend is changing the national agricultural landscape and has raised concerns about potential impacts on the nation's water resources. To help illuminate these issues, the National Research Council held a colloquium on July 12, 2007 in Washington, DC. Water Implications of Biofuels Production in the United States, based in part on discussions at the colloquium, concludes that if projected future increases in use of corn for ethanol production do occur, the increase in harm to water quality could be considerable from the increases in fertilizer use, pesticide use, and soil erosion associated with growing crops such as corn. Water supply problems could also develop, both from the water needed to grow biofuels crops and water used at ethanol processing plants, especially in regions where water supplies are already overdrawn. The production of "cellulosic ethanol," derived from fibrous material such as wheat straw, native grasses, and forest trimmings is expected to have less water quality impact but cannot yet be produced on a commerical scale. To move toward a goal of reducing water impacts of biofuels, a policy bridge will likely be needed to encourage growth of new technologies, best agricultural practies, and the development of traditional and cellulosic crops that require less water and fertilizer and are optimized for fuel production.

Book excerpt: The choice of biofuels is for agriculture something of a gamble both in terms of the earnings it promises and the risks it represents. The gamble is so tempting that biofuels are seen in some quarters as a panacea: from the farmers' point of view, they add to their outlets, hold the key to more profitable markets; from the public authorities' point of view, farmers' income, improved thanks to biofuels, would ipso facto make less pressing calls on public funding for farming. But conversion to energy crops also causes major upheavals on the agricultural markets: the hitching of agricultural prices to the very volatile prices of fossil fuels fosters instability on the market and raises the crucial question of its impacts on food security. The production of biofuels continues to remain contentious in respect of its impact on the environment. Thus the Union is faced with a decisive and difficult choice: should it encourage - including financially - the conversion of part of its arable surface to energy crops? The ambition of Notre Europe's CAP 2013 project looks to reviewing the context analysis on which the Common Agricultural Policy was built in 1957, prior to exploring avenues towards reform. For the parameters and the issues driving post-war farming are not the same as today's, let alone those post 2013, that is the Medium-term financial outlook of the European Union. Now, biofuels are part and parcel of the new deal which underwrites the future of farming. The biofuels gamble is indeed tempting for the Europeans. World prices, boosted by the increased non-food demand (particularly on the sugar, oilseeds and cereals markets), would enable the CAP to bring down customs duties or aids without causing land abandonment. Trying its luck with the biofuels would also enable the Union to afford a fair standard of living for its farming community. The biofuels option would, incidentally, make claims on CAP aids to stimulate the conversion of fallow or food growing land. It would finally suppose that the public authorities set up programmes for the compulsory incorporation of biofuels in petrol and gas oil. Taking on the study of the biofuels' bearing on agricultural markets, Notre Europe goes straight to the nub of the CAP project's aim: grasping a new parameter, the impact of which will have far reaching effects on farming in the future. Beyond the way it will affect farm prices, farmers' income or even the environment, the development of biofuels carries the seeds of change in the very nature of farming, the purpose of which would no longer be to feed people but to produce energy. The clash - and it can be a head on clash - between these two missions poses the crucial question about biofuels: do they jeopardise food security? Joseph Schmidhuber, senior economist with the FAO tackles the question and shows, all the while eschewing simplistic contentions, that the answer requires a deal of nuances and precisions.
