Book excerpt: The main tasks of the Local Government Commission for England are to examine the structure of local government in the English shire counties, and to make recommendations on the future structure, boundaries and electoral arrangements of local authorities. This report sets out the Commission's draft recommendations with a view to hearing local reactions from the people of Shropshire. Recommendations include the proposal that one unitary local authority be established for the Wrekin District Council, and one other be established for the remainder of the county, replacing the present two-tier structure. An alternative discussion is also included for the retention of the present system.

Download or read book Centralisation Devolution and the Future of Local Government in England written by Steve Leach and published by Routledge. This book was released on 2017-07-28 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: English local government is in a state of decline after 40 years of incremental but cumulative centralisation by central government. This book is the first to directly address this trend's impact upon the institution of local government, a crucial element in the democratic viability of a unitary state. The process of centralisation, and its corrosive effect on the status and responsibilities of local government, have been widely recognised and deplored among politicians and senior officers within local government, and by academics with an interest in this field. However, there has been no study exploring in detail its impact, and, equally important, suggesting ways in which the growing imbalance between the powers of central and local government should be rectified. This book fills this gap. This text will be of key interest to scholars, students and practitioners of local government, and more generally to those interested in what has been happening to British politics and governance.

Download or read book Planning for the Future written by Great Britain. Parliament. House of Commons. West Midlands Regional Committee and published by The Stationery Office. This book was released on 2010 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the Committee's third inquiry and examines the issues that arose from the Examination in Public in 2009 of the Phase 2 update to the Regional Strategic Plan. That examination covered contentious subjects such as overall housing growth targets for the region, transport and the allocation of land for employment use. The inquiry also looks at the region's preparations for the introduction of the single Regional Strategy process which will come into effect from 1 April 2010. The evidence received by the Committee was overwhelmingly in favour of retaining strategic at the regional level and they are convinced that this is necessary to agree priorities between local authorities to deliver transport infrastructure, protect the environment and achieve urban renaissance.

Download or read book Strong and Prosperous Communities written by Great Britain: Department for Communities and Local Government and published by The Stationery Office. This book was released on 2006-10-26 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The government proposes to give local authorities more freedom and powers to meet the needs of their citizens and communities. Local authorities will be encouraged to develop neighbourhood charters setting out local standards and priorities; to manage services at the level of the neighbourhood; to work more closely with neighbourhood policing teams. Local people will receive more information about services and standards, and will be able to question and get a response from local councilors through a new service, Community Call for Action. Executive power will be invested in the leader of the council, and there will be three choices of leadership model: a directly elected mayor, a directly elected executive of councillors, or a leader elected by fellow councillors with a four year mandate. New training opportunities will be provided for councillors. The making of byelaws will be fully devolved to local authorities. The authorities will be encouraged to bring together local partners to help improve services, and to develop a delivery plan - the Local Area Agreement - setting out a single set of priorities for local partners, for the Sustainable Community Strategy that they are already required to prepare. The performance framework for local government will be simplified: there will be about 35 priorities for each area, with a set of some 200 outcome based indicators replacing the many hundreds of indicators currently required by central government. Ambitious efficiency gains will be required as part of the 2007 comprehensive spending review. The second volume shows how these proposals will apply to major local public service areas and cross-cutting issues: community safety; health and well-being; vulnerable people; children and families; climate change; and economic development, housing and planning.

Download or read book Place shaping written by Michael Sir Lyons and published by The Stationery Office. This book was released on 2007-03-21 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.
Download or read book Shared Services in Local Government written by Ray Tomkinson and published by Routledge. This book was released on 2017-03-02 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the pressure for local councils to follow the lead of the private sector and develop shared service and partnership arrangements, the barriers in terms of culture, differences in priorities across councils and lack of experience are formidable - yet this is the most likely source of meeting government targets for reduced overheads and improved organizational effectiveness. By using extensive case studies drawn from across local councils in England, Ray Tomkinson explains the implications of sharing service delivery, addresses concerns about loss of control and accountability, and demonstrates the potential advantages. He shows how to set up collaborative ventures, formal partnerships, shared service centres or special purpose vehicles, while pointing out possible pitfalls, thus enabling senior managers to follow all the necessary project steps to create an appropriate shared service. It seeks to examine the evidence of the cost, effectiveness and quality improvements achieved from sharings. This ground-breaking book has been written for everyone in local government; it explores the political and cultural barriers, and legislative/legal framework for joint workings, explains how to find an appropriate governance vehicle, and how to gain the commitment of partners. It deals with political and managerial concerns, risk aversion and parochial issues, and the possible impact on the reputation and performance of both sharers. Shared Services in Local Government is the only comprehensive study for the UK and it will ensure any public sector organization pursuing this route is able to approach the task of creating a shared service with a real understanding of the issues involved.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1956, this book outlines the history of delegation in local government since the establishment of county councils in 1888. It describes the use made of delegation over a wide range of council services. The technique of delegation has become more important in recent years and represents the compromise of the competing claims of county and district councils to control local government. This book is an important contribution both to the detailed study of local administration and to the debate on the future pattern of local government.
