If it were a legitimate industry it would be the largest in the world. Low risk of arrest and prosecution and large profit potential has made this an appealing enterprise for organized crime and terrorist groups to fund their organizations. This study conducted research in the form of a review of existing literature and case studies, interviews with representatives of the victimized companies and criminal prosecutors, a review of criminal case prosecutions and the sentences imposed for those convicted of intellectual property theft crimes. The findings confirm a direct connection between the counterfeit goods market and the funding of organized crime. The connection to the funding of terrorist groups was not proven conclusively.
