In order to avoid possible disappointment, it would seem important to make clear from the outset what kind of questions the authors propose to answer and what groups of readers they are addressing. Thus, the book is not intended to serve as a primer for students who possess no knowledge of "the law", i. e. of the concepts, ideas and solutions of at least one legal system. Nor is it the purpose of the authors to give practitioners the kind of precise, techni cal answers to isolated questions that they need when advising their clients on the proper course of action in business, or litigation, con ducted within the framework of the legal system described.

Metod och Material, Stockholm 1962), emphazis is put on the structure and func tioning of conflict law, and the book does not attempt to present a comprehensive survey of Swedish conflict rules. A resume of these rules has, however, been included in the English edition. The author wants to express his thanks to those who have helped to make possible the publication of this book. Generous support was given by the Swedish State Council for Social Science Research. Dr. Stig Stromholm, Uppsala, prepared the translation into English of the original Swedish text. Book excerpt: The Basic Laws of Sweden (Swedish: Sveriges Grundlagar) are the four fundamental laws of the Kingdom of Sweden that regulate the Swedish political system, acting in a similar manner to the constitutions of most countries. These are the Instrument of Government (Swedish: Regeringsformen), the Freedom of the Press Act (Swedish: Tryckfrihetsforordningen), the Fundamental Law on Freedom of Expression (Swedish: Yttrandefrihetsgrundlagen) and the Act of Succession (Swedish: Successionsordningen). Together, they constitute a basic framework that stands above other laws and regulation, and also define which agreements are themselves above normal Swedish law, but subordinate to the fundamental laws, namely the European Convention on Human Rights and several UN and EU treaties and conventions. The Parliament Act (Swedish: Riksdagsordningen) in usually considered to be halfway between a fundamental law and a normal law, with certain main chapters afforded similar protections as the fundamental laws while other additional chapters require only a simple parliamentary majority. To amend or to revise a fundamental law, the Riksdag needs to approve the changes twice in two successive terms with qualified majorities, with a general election having been held in between. The first vote can be replaced with a referendum.
