[...] The report must include data on public usage of the website, an assessment of the reporting burden on federal award and subaward recipients, and an explanation of any extension of the subaward reporting deadline. [...] Implementation Issues Reliability of Underlying Data A database of the breadth and depth contemplated by the FFATA is only as useful as the quality of the information it contains.

Book excerpt: The Fund has come a long way since the inception of its policy toward increased openness some ten years ago. Most Board documents are now published; the volume of information in the Fund’s archives has increased significantly; and the Fund has strengthened outreach efforts to explain its operations and views to the outside world. Transparency and openness has become increasingly seen as a normal and essential part of the Fund’s business. There are significant benefits from increased transparency: it strengthens the Fund’s ability to influence public debate, subjects the Fund to outside scrutiny, and enhances the Fund’s legitimacy by making it more accountable. These benefits will only loom larger as the Fund takes on a larger role in calling out risks to the global economy, to help prevent future economic and financial crises. Indeed, in today’s world openness from public institutions like the Fund is generally expected.

Book excerpt: A stronger presumption of publication for all program-related documents could further increase publication rates, while defining prompt publication should help reduce publication lags. Streamlining external communication products could reduce the risk of inconsistent messaging. The review also presents new evidence on evenhandedness with now only few cases not fulfilling the criteria for modifications under the policy. It nevertheless suggests measures to strengthen monitoring in this area. The review sets out the Fund’s policies on confidential information, and proposes that staff systematically explains these policies in its interactions with country authorities. In response to recent surveillance reforms, the review also proposes a new publication regime for multi-country documents. Staff sees the introduction of a publication regime for a new category of multi-country documents as the best way to ensure that the Fund publishes candid multilateral surveillance, while respecting members’ needs. Similarly, the modification rules for country documents will need to be adapted to take into account the implications of the Integrated Surveillance Decision (ISD).

Although Solomon Islands is a small island state, low-income country that is severely affected by external shocks, including commodity price declines, natural disasters, and climate change, it has achieved considerable gains in terms of macroeconomic stability under the Extended Credit Facility program. Despite the low access, the program has been effective in catalyzing donor support. Economic growth in 2015 is estimated at 31⁄4 percent. Near-term prospects remain favorable but new sources of growth are needed over the medium term. Key policy recommendations have been discussed in the paper to further strengthen the economy of Solomon Islands.
