There is a great deal of current interest in the use of eye movement recordings to investigate various mental processes. The common theme is that variations in eye movements indicate variations in the processing of what is being perceived, whether in reading, driving or scene perception. However, a number of problems of interpretation are now emerging, and this edited volume sets out to address these problems. The book investigates controversies concerning the variations in eye movements associated with reading ability, concerning the extent to which text is used by the guidance mechanism while reading, concerning the relationship between eye movements and the control of other body movements, the relationship between what is inspected and what is perceived, and concerning the role of visual control attention in the acquisition of complex perceptual-motor skills, in addition to the nature of the guidance mechanism itself. The origins of the volume are in discussions held at a meeting of the European Society for Cognitive Psychology (ESCOP) that was held in Wurzburg in September 1996. The discussions concerned the landing effect in reading, an effect, that if substantiated, would provide evidence of the use of parafoveal information in eye guidance, and these discussions were explored in more detail at a small meeting in Chamonix, in February 1997. Many of the contributors to this volume were present at the meeting, but the arguments were not resolved in Chamonix either. Other leaders in the field were invited to contribute to the discussion, and this volume is the product. The argument remains unresolved, but the problem is certainly clearer.

To ensure that these determinations are made fairly and consistently, SSA has developed criteria for eligibility and a process for assessing each claimant against the criteria. Visual Impairments: Determining Eligibility for Social Security Benefits examines SSA's methods of determining disability for people with visual impairments, recommends changes that could be made now to improve the process and the outcomes, and identifies research needed to develop improved methods for the future. The report assesses tests of visual function, including visual acuity and visual fields whether visual impairments could be measured directly through visual task performance or other means of assessing disability. These other means include job analysis databases, which include information on the importance of vision to job tasks or skills, and measures of health-related quality of life, which take a person-centered approach to assessing visual function testing of infants and children, which differs in important ways from standard adult tests.

Why do some children learn to read easily and quickly while others, in the same classroom and taught by the same teacher, don't learn to read at all? In Language Development and Learning to Read, Diane McGuinness examines scientific research that might explain these disparities. She focuses on reading predictors, analyzing the effect individual differences in specific perceptual, linguistic, and cognitive skills may have on a child's ability to read. Because of the serious methodological problems she finds in the existing research on reading, many of the studies McGuinness cites come from other fields—developmental psychology, psycholinguistics, and the speech and hearing sciences—and provide a new perspective on which language functions matter most for reading and academic success. McGuinness first examines the phonological development theory—the theory that phonological awareness follows a developmental path from words to syllables to phonemes—which has dominated reading research for thirty years, and finds that research evidence from other disciplines does not support the theory. McGuinness then looks at longitudinal studies on the development of general language function, and finds a "tantalizing connection" between core language functions and reading success. Finally, she analyzes mainstream reading research, which links reading ability to specific language skills, and the often flawed methodology used in these studies. McGuinness's analysis shows the urgent need for a shift in our thinking about how to achieve reading success.

Our understanding of the functionality of peripheral vision is limited. This thesis investigates the function of peripheral vision during scene viewing and contrasts its role with that of the central visual field. We first establish that peripheral vision is sufficient for affective impressions of stimuli presented for brief periods of time (Experiment 1). In that study, participants perceive natural scenes presented in the peripheral vision field for as little as 50 ms to be more pleasant and interesting than urban scenes. We also contrast performance on evaluating scene gist and forming affective impressions during peripheral presentation of scenes and find that with a peripheral scene presentation of 50 ms, performance in identifying scene gist is reliably above chance. In a follow-up study, we contrast performance on scene gist between central and peripheral vision by simultaneously presenting conflicting scenes to the two visual fields. Participants were likely to rely on peripheral information to rapidly identify scene gist. In our third study, we contrast eye movements during scene viewing limited to the central, peripheral, or full visual field. We compare whether central and peripheral vision are associated with focal or ambient visual processes. Focal vision involves detailed processing of specific features in the environment, while ambient vision processes the locations of stimuli, detecting movement, and facilitating navigation (Trevarthen, 1968). We find that central vision primarily involves focal eye movements, while peripheral vision primarily involves ambient eye movements but also has a role in focal processing during late scene viewing. This work establishes that peripheral vision plays a substantial role in early and late affective processing of scenes.

For most people, eyesight is part of everyday communication, social activities, educational and professional pursuits, the care of others, and the maintenance of personal health, independence, and mobility. Functioning eyes and vision system can reduce an adult's risk of chronic health conditions, death, falls and injuries, social isolation, depression, and other psychological problems. In children, properly maintained eye and vision health contributes to a child's social development, academic achievement, and better health across the lifespan. The public generally recognizes its reliance on sight and fears its loss, but emphasis on eye and vision health, in general, has not been integrated into daily life to the same extent as other health promotion activities, such as teeth brushing; hand washing; physical and mental exercise; and various injury prevention behaviors. A larger population health approach is needed to engage a wide range of stakeholders in coordinated efforts that can sustain the scope of behavior change. The shaping of socioeconomic environments can eventually lead to new social norms that promote eye and vision health. Making Eye Health a Population Health Imperative: Vision for Tomorrow proposes a new population-centered framework to guide action and coordination among various, and sometimes competing, stakeholders in pursuit of improved eye and vision health and health equity in the United States. Building on the momentum of previous public health efforts, this report also introduces a model for action that highlights different levels of prevention activities across a range of stakeholders and provides specific examples of how population health strategies can be translated into cohesive areas for action at federal, state, and local levels.
