Book excerpt: The majority of school board members and superintendents agree that school board training and evaluation is needed to increase school board effectiveness. Although most board members and superintendents agree, there is not a consensus regarding the form and scope of board training and evaluation. The purpose of this study was to develop a better understanding of the perceptions of school board superintendents and school board members regarding school board training and evaluation. Board members and superintendents agreed that training and evaluation are important components to the success of school boards. Specifically, many board members--especially newly elected members--fail to properly understand their roles and duties, which often lead to role confusion, challenging board/superintendent collaboration issues, and an increased number of board members with personal agendas. Although training and evaluation were seen as important, there was not a clear consensus regarding the form and scope of board member training and evaluation. Board members were especially concerned about issues related to local control, time commitment, and training expenses, as well as how trainings will be conducted.

Book excerpt: The purpose of this study was to determine if the degree to which the amount of school board training attended is related to board members' perceptions of the importance of selected training topics (consistency), the degree to which the amount of board training attended is related to the perception of superintendents of the importance of selected training topics (correspondence), and the degree to which the superintendents' perceptions of the importance of selected training topics (congruency) were associated with school district performance outcomes represented by Valence Index of Performance (VIP) scores which were derived from factors related to district performance. The study also sought to determine if a combination of board training constructs; consistency, correspondence, and congruence, were related to district performance outcomes. Superintendents and school board members from 972 Texas public school districts which offered grades K through 12 were invited to participate. Superintendents and school board members with at least two year's tenure in their current school district (N=117) were included in the study if the superintendent and at least two board members responded to the survey. No relationships were found to indicate that any of the board training constructs; consistency, correspondence, or congruence, impact district performance outcomes, nor did a linear combination of consistency, correspondence, and congruence impact district performance outcomes. Recommendations for further study include analysis of the relationship of board training consistency, correspondence, and congruence to governance practices, board effectiveness, board performance of duties, board-superintendent relationships, board meeting effectiveness, effective district budgeting and procurement, board ethics practices, and factors that cause state takeovers of school districts for inefficiency or wrong doing.

Book excerpt: The purpose of this study was to explore the perceptions of executive directors of the state school board associations regarding current state association training practices for new school board members. Participants were asked to describe the curricular topics and instructional methods currently being used and to rate the importance of the topics and methods. Respondents from 38 states completed the survey, for a response rate of 74.5%. Although the survey was addressed to executive directors, in some cases the executive director designated another employee to complete the survey. Ten respondents participated in follow-up telephone interviews. Survey data were analyzed using both descriptive and inferential statistics, including means, frequencies, standard deviation, chi square, correlations, and analysis of variance. Interview data were transcribed, coded and sorted into categories based on themes.
