This edition has been prepared primarily for the students in the Honour School of Modern History in Oxford. It is hoped, however, that it will be welcomed by a much wider circle, by all, in fact, who are interested and who is not 'e - in the literature of Social Economics and in the history of social experiments. My own gratitude is due to my friend Mr. H. A. L. Fisher, of New College, who lent me a copy of the Ateliers Nationaux - hitherto un obtainable by me except in the great libraries, and made various valuable suggestions of which I have tried to avail myself.
