Book excerpt: A large proportion of the least developed countries are landlocked and their access to world markets depends on the availability of a trade corridor and transit systems. Based on empirical evidence from World Bank projects and assessments in Africa, Central Asia, and elsewhere, this paper proposes a microeconomic quantitative description of logistics costs. The paper theoretically and empirically highlights that landlocked economies are primarily affected not only by a high cost of freight services but also by the high degree of unpredictability in transportation time. The main sources of costs are not only physical constraints but widespread rent activities and severe flaws in the implementation of the transit systems, which prevent the emergence of reliable logistics services. The business and donor community should push toward implementation of comprehensive facilitation strategies, primarily at the national level, and the design of robust and resilient transport and transit regimes. A better understanding of the political economy of transit and a review of the implementation successes and failures in this area are needed.

The expectation that lower cost and efficient rail service will automatically lead to modal shift from road to rail has not been a reality in most emerging economies. Modern railways focus on understanding the logistics of targeted freight and positioning rail transport services as part of an overall logistics system aimed at meeting the needs of customers.

They are faced with long distances from both domestic and international markets. Unless they consolidate their trade volumes they face high costs which diminish their ability to trade. However, the process of consolidation is not without cost nor does it occur on its own accord. As a result, the consolidation is typically handled by intermediaries. Using case studies of sisal and soybean supply chains in Brazil and India respectively, this study explores the role and impact of intermediaries in facilitating trade in lagging regions. The study assesses the horizontal relationships between the small scale producers in thin markets and the vertical connections between different tiers of the same supply chain. The study analyzes the traditional approach to linking producers namely through cooperatives and itinerant traders and the relatively newer innovations using ICT. The study finds that farmers linked through the different mechanisms are more integrated to international supply chains or are able to better manage supply chains longer than would otherwise be the case. Intermediaries play several roles including providing transport services and facilitating market exchanges, payments, risk sharing and quality improvements. Generally, information technology driven innovations make it easier to integrate adjacent steps in the value chain. This report on logistics performance at the sub-national level is an on-going endeavour. Similar analysis is being carried out in some countries in Africa to identify the evolving role of intermediaries in low income regions. The results will be developed into a major publication on this topic, with recommendations on how development agencies, civil society and the private sector can improve the design of strategies to reduce logistics costs in low income areas.

Book excerpt: Globalization has imposed entry requirements on developing economies. Countries need to have the ability to synchronize the business processes which take place within local producers with business processes, which take place in the supply chains of their suppliers and their customers. Integrated logistics services are nowadays a critical component of international freight transport systems, but their development and coverage vary widely across countries, in particular in the developing world. This paper explains this important development. It documents the increasingly important role, which third party logistics service providers play in facilitating business process connectivity and thus in integrating producers based in developing countries into the global economy. It provides a look at the global significance of integrated logistics services in a globalized economy, and goes on to review specific examples of establishment of such services in developing countries. These examples in turn suggest a set of specific policy recommendations to help policymakers enable the development of efficient logistics services to serve both their domestic and international markets. The paper describes ways in which integrated logistics services have evolved over the past 20 years. It describes aspects of that development, which have particular significance for accelerating the economic growth of developing economies. From a review of various means, which third party service providers have used to integrate the business processes of their clients into the supply chains of their clients, it attempts to develop some general principles, which can help policy makers to enhance the competitiveness of their own economies. In additional it discusses the interface between public and private sectors and particular ways in which public policy can enhance competitiveness through this important growth leverage. It goes on to discuss appropriate means and modes for regulating an emerging third party logistics industry and, finally, it suggesting specific initiatives and service design initiatives, which can help, accelerate economic development.
