This book challenges the notion that rural areas in low- and middle-income countries are dominated by self-employment. It purports that this conventional view is largely due to the application of conceptual frameworks and statistical conventions that are ill-equipped to capture labour market participation. The contributions in this book offer a variety of methodological lessons for the study of rural labour markets, focusing in particular on the use of mixed methods in micro-level field research, and more emphasis on capturing occupation multiplicity. The emphasis on context, history, and specific configurations of power relations affecting rural labour market outcomes are key and reoccurring features of this book. Book excerpt: Originally published in 1981, the main thesis of this book is that rural labour markets are at the core of the problem of rural depopulation in development countries. Therefore, the success or failure of policies seeking to moderate the process of population decline is linked to the policy maker’s ability to influence labour markets constructively. Migration in search of work has been a major cause of rural decline, and its reversal to bring about economically viable communities must be related to the availability of employment in rural areas. The authors argue that the emergence of socially viable communities is the highest aim in rural economic policy making. Economic viability is usually a necessary but not a sufficient condition for social survival. This examination of the problems of choosing appropriate policies for rural areas, though written by two applied economists, will also be of interest to geographers, planner and politicians interested or involved in local and central government in the UK, the USA and Australia.

Book excerpt: This report, compiled with the assistance of Statistics Canada, shows that agriculture is no longer the dominant sector providing employment for rural populations in OECD countries. Today, in all member nations, the vast majority of rural employment opportunities are in non-agricultural activities. Even in the predominantly rural regions, less than a quarter of the total employment is in agriculture, forestry and fisheries. At least every second job is in the service sector, and in some countries, the proportion is even higher. Employment growth in the predominantly rural regions has been primarily, if not exclusively, due to substantial increases in service sector employment. Between 1980 and 1990, employment in this sector grew 15% to 25% in those regions. In most countries, this was often better than the national average in developing new employment opportunities. In many countries, such as Canada and Norway, a significant number of rural regions did better than the national average in developing new employment opportunities. So, being rural is not a handicap to job creation. On the contrary, some rural regions are the most innovative and dynamic elements of a country.

While some claim that LSAIs are an important catalyst for development in neglected rural areas, others caution that they pose a risk to rural communities' livelihoods. The extent to which LSAIs provide benefits for local communities is hence still contested. This paper sets out to conceptually understand what effects the establishment of a large-scale farm has on the rural labor market in low- and middle-income countries. In addition, we empirically address the question of whether large-scale farming as recorded in the Land Matrix creates or destroys employment. We develop a transition matrix to identify several scenarios based on key determinants of the direct employment creation potential of LSAIs, namely the former land use, the crop type and the production model. Book excerpt: In this paper, we examine the impact of reductions in barriers to migration on the consumption of households in rural China. We find that increased migration from rural villages leads to significant increases in consumption per capita, and that this effect is stronger for poorer households within villages. Household income per capita and non-durable consumption per capita both increase with out-migration, and this increase is greater for poorer households. We also establish a causal relationship between increased out-migration and investment in housing and durable goods assets, and these effects are also stronger for poorer households. We do not find robust evidence, however, to support a connection between increased migration and investment in productive activity. Instead, increased migration is associated with two significant changes for poorer households: increases both in the total labor supplied to productive activities and in the land per capita managed by the household. In examining the effect of migration, we pay considerable attention to motivating, developing and evaluating our identification strategy.
