Book excerpt: Excerpt from The Forests of Allegany County The forests of Allegany County are one of her chief assets Much the greater part of the area consists of rough mountain land upon which the growing of timber must continue to be the chief crop, and it is, there fore, of the greatest importance to the county to make these lands as productive as possible. This is further emphasized by the need of a good local supply of timber to carry on the present industries, and to aid in their further development. The extensive coal mines in the western part of the county require immense quantities of mine pr0ps, pit ties and mine rails; the railroads draw upon the forests for large quantities of cross ties the telephone and telegraph companies require thousands of poles annually; the saw mills and wood-using industries, with large amounts of capital invested and giving employment to hundreds of men, cannot be maintained without a cheap and abundant supply of timber. Not only is better forest management necessary for maintaining the supply of timber to foster the industries of the county, but the value of a well-regulated forest cover in the mountain watersheds for the control of stream flow is of almost equal value. A forest survey of Allegany County was made by the writer in 1908 to determine the extent, character and condition of the woodlands, with a view to suggesting methods of improvement. The main results of this survey are embodied in the following report, accompanied by a forest map which is attached to the back of the report. Book excerpt: Excerpt from Report of the State Board of Forestry: For 1906 and 1907 The Maryland State Board of Forestry was created by the Legislature of 1906 under an act, ' To establish a State Board of Forestry, and to promote forest interests and arboriculture in the State. The board was organized in May, 1906, and has since been actively engaged in promoting an interest in forestry, and in ascertaining the forest condi tions and needs of the State. The first forest work under State initiative was done in 1900 by the Maryland Geological Survey in cooperation with the United States Forestry Bureau, when a study of the forest conditions in Allegany County was made, and a report published. This was in the nature of an economic survey, to ascertain the relation which the forests bear to other natural resources of the State, their value, and means of im provement. The study of Allegany County was followed by similar work in Cecil, Calvert, Garrett and St. Mary's Counties, the results of which have already been published; investigations were also taken up in Worcester, Kent and Harford Counties, a map of the first county showing the forest growth by commercial types, having been issued. These reports supplied accurate information on the forest conditions and needs of the counties, and furnished an intelligent basis for gen eral legislation. As a result of these forest studies it became apparent that the importance of the work and its special needs required a sepa rate State department to properly handle it. This led to the introduc tion of the Forestry Bill in the last Legislature, and its prompt enact ment into law. Since July, 1906, all of the State forest work has been conducted by the State Board of Forestry, through a State Forester, who is directly responsible to the Board for his official acts. Roads were few and bad. Railways were unknown. Here and there a primitive mill, driven by water-power, sawed out the planks needed for a scant and widely-scattered population. In the winter lumbering-parties were busy near the greater streams, and in the spring a few rafts found their way down to the Ohio or on the other side of the "divide" to the Susquehanna. Along the rivers, at rare intervals, a log cabin, and, still farther apart, a group of houses known as a town, made up, with the lumber-camps, all that there was of human habitation. The lands had been taken up years before the date of my tale, by a few settlers, chiefly from New England or Eastern Pennsylvania, in the hope that the wealth of coal beneath the soil would one day en rich them, when the iron roads should give access to the lake.
