Book excerpt: Seeking to explain Lebanon’s behavior in the international arena during the 2006 war between Hezbollah and Israel, this book offers a critique of both systemic and sub state factors in determining foreign policy decisions. The Making of Lebanese Foreign Policy illustrates how systemic theories are limited in terms of explaining foreign policy decisions because they largely ignore the role of internal, or sub state, factors. Within Lebanon, foreign policy is split between the interests of different internal Lebanese groups working in alliance with external actors. The competing interests of these internal groups compromise the cohesion of the Lebanese state and its capacity to promote its own interests above those of the different internal groups. The example of Lebanon during the 2006 war thus demonstrates the importance of these sub state factors in influencing state behaviour on an international level. Arguing that a more pluralistic approach is necessary in order to understand the conditions that affect the foreign policy making of the Lebanese state, this book fills an important gap in the literature on the topic and will be of interest to students of International Relations, Middle East Studies and Islamic Studies amongst others.

Stocker examines the history of diplomatic relations between the United States and Lebanon during a transformational period for Lebanon and a time of dynamic changes in US policy toward the Middle East. Drawing on tens of thousands of pages of declassified materials from US archives and a variety of Arabic and other non-English sources, Stocker provides a new interpretation of Lebanon’s slide into civil war, as well as insight into the strategy behind US diplomatic initiatives toward the Arab-Israeli conflict. During this period, Stocker argues, Lebanon was often a pawn in the games of larger powers. The stability of Lebanon was an aim of US policy at a time when Israel’s borders with Egypt and Jordan were in active contention. Following the June 1967 Arab-Israeli War, the internal political situation in Lebanon became increasingly unstable due to the regional military and political stalemate, the radicalization of the country’s domestic politics, and the appearance of Palestinian militias on Lebanese territory. US officials were more deeply involved in Lebanese affairs than most outside the region realized. After a series of internal crises in 1969, 1970, and 1973, civil war broke out in Lebanon in 1975. The conflict reached a temporary halt after a Syrian military intervention the following year, but this was only an end to the first stage of what would be a sixteen-year civil war. During these crises, the US sought to help the Lebanese government in a variety of ways, including providing military aid to the Lebanese military, convincing Arab countries to take measures to help the Lebanese government, mediating Lebanon’s relations with Israel, and even supporting certain militias.

Here, Taku Osoegawa challenges the commonly-held claim that Lebanon and its leaders were simple puppets of the Syrian regime during the thirty years characterised as Lebanon under Syrian hegemony. Furthermore, by investigating Lebanon's own reasons for aligning itself with Syria, Syria and Lebanon aims to answer the following question: which theories of international relations are most relevant or best-suited to explain Lebanon's relations - particularly its bandwagoning - with Syria from 1970 (when the Asad regime was established) to the present day? By focusing on the actions and attitudes taken by Lebanon's political leadership, specifically the presidents and prime ministers, towards Syria, Osoegawa considers the applicability of the following theories: simple realism, complex realism, constructivism and complex interdependence. Syria and Lebanon also considers the ways in which the relationship between these two central states in the Middle East has developed since the Syrian withdrawal. For example, Osoegawa looks at the reasoning behind Syrian intransigence over the Special Tribunal for Lebanon and Hizbullah's weapons, and the consequences of the turmoil and violence which Syria has experienced since early 2011. Book excerpt: How nonstate military strategies overturn traditional perspectives on warfare Since September 11th, 2001, armed nonstate actors have received increased attention and discussion from scholars, policymakers, and the military. Underlying debates about nonstate warfare and how it should be countered is one crucial assumption: that state and nonstate actors fight very differently. In Nonstate Warfare, Stephen Biddle upturns this distinction, arguing that there is actually nothing intrinsic separating state or nonstate military behavior. Through an in-depth look at nonstate military conduct, Biddle shows that many nonstate armies now fight more "conventionally" than many state armies, and that the internal politics of nonstate actors—their institutional maturity and wartime stakes rather than their material weapons or equipment—determines tactics and strategies. Biddle frames nonstate and state methods along a continuum, spanning Fabian-style irregular warfare to Napoleonic-style warfare involving massed armies, and he presents a systematic theory to explain any given nonstate actor’s position on this spectrum. Showing that most warfare for at least a century has kept to the blended middle of the spectrum, Biddle argues that material and tribal culture explanations for nonstate warfare methods do not adequately explain observed patterns of warmaking. Investigating a range of historical examples from Lebanon and Iraq to Somalia, Croatia, and the Vietcong, Biddle demonstrates that viewing state and nonstate warfighting as mutually exclusive can lead to errors in policy and scholarship. A comprehensive account of combat methods and military rationale, Nonstate Warfare offers a new understanding for wartime military behavior.
