Yet, the vast majority of households in poor areas of the city experience food insecurity. This paper uses AFSUN data to examine the characteristics and drivers of food insecurity in Cape Town. While food insecurity correlates closely with income poverty and household structure, broader factors also impact upon urban food security, most notably urban design and market structure. Efforts to address urban food insecurity should therefore not simply target the household. Instead, a food systems approach is necessary, which considers supply chains, procurement, nutrition support programmes, public health, environmental sustainability, water and waste, the support of local enterprise and so on. Furthermore, this approach must consider the geography of the urban food system, in particular planning and zoning regulations regarding the location of both formal and informal food retail within low-income areas of the city.

The global financial crisis that began in 2008 compounded the burden of high food prices, exacerbating the problems of hunger and malnutrition in developing countries. The tandem food price and economic crises struck amidst the massive, chronic problem of hunger and undernutrition in developing countries. National governments and international actors have taken a variety of steps to mitigate the negative effects of increased food prices on particular groups. The recent abrupt increase in food prices, in tandem with the current global economic crisis, threatens progress already made in these areas, and could inhibit future efforts. The Institute of Medicine held a workshop, summarized in this volume, to describe the dynamic technological, agricultural, and economic issues contributing to the food price increases of 2007 and 2008 and their impacts on health and nutrition in resource-poor regions. The compounding effects of the current global economic downturn on nutrition motivated additional discussions on these dual crises, their impacts on the nutritional status of vulnerable populations, and opportunities to mitigate their negative nutritional effects.

This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. Book excerpt: Urban population growth is extremely rapid across Africa and this book places urban food and nutrition security firmly on the development and policy agenda. It shows that current efforts to address food poverty in Africa that focus entirely on small-scale farmers, to the exclusion of broader socio-economic and infrastructural approaches, are misplaced and will remain largely ineffective in ameliorating food and nutrition insecurity for the majority of Africans. Using original data from the African Food Security Urban Network’s (AFSUN) extensive database it is demonstrated that the primary food security challenge for urban households is access to food. Already linked into global food systems and value chains, Africa’s supply of food is not necessarily in jeopardy. Rather, the widespread poverty and informal urban fabric that characterizes Africa’s emerging cities impinge directly on households’ capacity to access food that is readily available. Through the analysis of empirical data collected from 6,500 households in eleven cities in nine countries in Southern Africa, the authors identify the complexity of factors and dynamics that create the circumstances of widespread food and nutrition insecurity under which urban citizens live. They also provide useful policy approaches to address these conditions that currently thwart the latent development potential of Africa’s expanding urban population.

The report describes the diversity and ever-changing nature of food systems, with interlinked traditional, modern and informal channels that respond to different market segments and different consumer preferences. It also underscores the importance of targeting support to the type of city and food system. The task is not an easy one. Data are weak and empirical analysis is weaker. As cities’ engagement in urban food issues is relatively new, the institutions, governance mechanisms and capacities needed for effective design, implementation and delivery of this agenda must be strengthened. Finding effective ways to prioritize, mobilize and coordinate contributions from multiple sectors will be essential for achieving food system goals.

Yet food insecurity remains widespread and persistent, at levels much higher than in countries with similar levels of per capita GDP and development, such as Brazil. In this book, leading local and international researchers on food security and related policy work have come together to create the first systematic and trans-disciplinary analysis of food security and its multiple dimensions in South Africa and the southern African region. Drawing on Amartya Sen’s entitlement theory to identify the key drivers of hunger, they see food insecurity as a chronic, structurally based condition rather than only resulting from natural environmental disasters, temporary economic shocks and household vulnerabilities. The authors focus on a range of policy options and choices to provide short-term and longer-term solutions to the systemic causes of unemployment, failing rural livelihoods and traditional subsistence production. They also emphasise the linkages between the social and economic dimensions of food insecurity and use an integrative, interdisciplinary approach to analyse the reasons why these conditions persist and what can be done to address them. Importantly the book brings together work undertaken at local and national levels in new ways so that policy-makers, researchers, human rights advocates and social and economic scholars are better able to make the links between macro- and micro-processes of development.
