Book excerpt: This thesis evaluates the effectiveness of the Fleet Support community's management practices in meeting the dynamic changes in the complex fleet support arena, while increasing its value to the Navy in the future. The Fleet Support community's mission statement was used as a benchmark in the evaluation process. Data on billet base management, accession policies, education and the detailing process were evaluated against the mission statement to determine the extent to which these practices support it. The results of the study indicate that current practices provide limited support in meeting the Fleet Support community's mission statement.

Book excerpt: This thesis proposes a Fleet Support Officer Fleet Training (FSOFT) program that would allow Fleet Support Officers (FSOs) to attend Surface Warfare Officer School in Newport, RI, be assigned a Surface Warfare Officer (SWO) division officer tour, as an initial assignment, and then obtain a warfare pin. Following the SWO division officer tour, the FSO would resume a career in the FSO community. The feasibility of such a program and the impacts on both the SWO and FSO communities are discussed. This program would provide FSOs with the necessary background and training to make them better support officers, more fully preparing them for their careers in the Navy. It would provide FSOs with fleet experience that would give them a greater appreciation of the Navy's mission. It would also give them a better understanding of the support required of the Fleet in the FSO core competencies of Space and Electronic Warfare (SEW), Manpower Systems Analysis (MSA), and Logistics. The program would also give FSOs the essential skills in standing watches and managing administrative duties of a division officer, and would better prepare them to fill lieutenant commander (LCDR) and above, at-sea billets in the FSO community.

Book excerpt: The latest Quadrennial Defense Review (QDR) determined that the Department of Defense must reduce the amount of money it spends on infrastructure to recapitilize the armed forces. The QDR and the General Accounting Office (GAO) identified the civilianization of military support billets as a way to cut infrastructure spending. This thesis studied the Navy's Fleet Support Community (designator 1700) to determine the feasibility and potential savings of converting certain 1700 billets from military to civilian. Civilianization of billets would have a significant affect on the Fleet Support Community and, possibly, on the number of female Naval officers. This thesis explored options for the community's future and studied the impact changes might have on female officer manning. If the 628 billets this thesis identified as conversion candidates were civilianized, an annual savings of $7.4 million would result. However, military and civilian personnel cannot be compared on the basis of cost only, other issues must be considered before civilianization of billets could occur.
