Book excerpt: Research Paper (undergraduate) from the year 2017 in the subject Politics - International Politics - Topic: Development Politics, grade: 70%, Stellenbosch Universitiy, language: English, abstract: On September 25, 2015, the General Assembly of the United Nations have agreed on the Agenda 2030 with the forward-thinking title "Transforming our world: the 2030 Agenda for Sustainable Development." Central Element of the Agenda are the 17 Sustainable Development Goals with their 169 targets. Different than its predecessor, the Millennium Goals, the new plan does not focus on poverty only, but envisions a sustainable future thoroughly. This means a future, that meets present socio-economic needs without compromising the ability of future generations and the environment. The target is clear, but challenging, though. As the goals exceed the Millennium goals in their scope, many critics state that they are too extensive and therefore unobtainable, bearing in mind the outcome of the millennium goals, which were not obtained completely. However, the goals create a vision towards the world community should work, clearly acknowledging that the targets ahead are strongly interlinked. Today, nearly a quarter century after Apartheid, that left the economic and social situation defragmented, South Africa still attempts to overcome the shadow of the past. Though South Africa is one of the most sophisticated economies of the African continent, many challenges are ahead. It is difficult to point out the most significant sustainable development goals for the country, as they correlate and overlap, building up on each other. However, the most urgent targets are those of fundamental issues that build a basis for the work ahead and target elementary human needs. Therefore, this strategic paper will focus on the goals 1 (poverty), 2 (hunger), 6 (water), 11 (sustainable cities) and 16 (sustainable societies).

Starting from the concept ‘we cannot manage what we cannot measure’, the book presents some cases showing how to draw national level baselines for the domestication and localisation of the SDGs seeking to provide a clear roadmap towards achieving the 2030 AfSD. Scaling up SDGs Implementation is targeted at the United Nations, national and state governments, sub-national governments, the corporate sector and civil society, including higher education institutes, labour groups, non-governmental organisations and youth movements. The book is cognizant of these institutions’ common, but differentiated responsibilities and capabilities within their socio-political, environmental and economic conditions. The book presents case studies of how the corporate sector has been scaling up SDGs implementation, from the tourism sector, insurance, to the aviation and agricultural sectors. To make sure that no one is left behind, the volume includes cases on solutions for pressing environmental and socio-economic problems ranging from cooperatives in Brazil to the conservation of springs in Zimbabwe. The matter of finding synergies between the climate SDG and the Paris Agreement’s Nationally Determined Contributions (NDCs) is elaborated at length. Lastly, the book discusses how institutions of higher education remain critical pillars in SDGs scaling up, with cases of curriculum re-orientation in South Africa to the rolling out of the Women’s University in Africa. In this context, this volume challenges every global citizen and organization to invest every effort into making the implementation of the SDGs a success as we welcome the second four to five year segment down the road to the year 2030.

These calls have been louder now given the impact of the COVID-19 pandemic, which reset the global economy and increased intensity of extreme weather events across the world. Since climate change has emerged as one of the biggest threats to the achievement of the SDGs, there has been growing concerns on its impact on biodiversity loss and the extinction of some species. There are also concerns regarding increased food insecurity at the household level in some parts of the world, particularly in Asia and Africa. With the demand for climate change action on the increase, there have also been growing calls for the big carbon emitters to drastically cut their emissions and invest in clean energy to save the planet by following development pathways making emissions stay under the 1.5°C increase in temperature.
