Book excerpt: The citizens of Myanmar have been demanding a more transparent government, and the budget is a practical issue area on which civil society can press its government to be accountable, making this topic a desirable research theme. This partnership between the East-Asia Institute and our four Myanmar civil society organizations was born during an uncertain period in Burma. At that time the country was ruled by a so-called reformist pseudo-civilian government and the outcome of the historic 2015 election were still unknown. However, our civil society organizations were determined to push for the emergence of an accountable democratic government. It was very timely because we were well aware of the fact that Myanmar civil society must shift its focus away from service provision to advocacy and research in the changing political context. Secondly, public financial management is crucial to any country’s socioeconomic development and for civil society in Myanmar it is unexplored territory. Very few organizations at that time were involved in budget monitoring or public financial issues. Therefore, the capacity of civil society in this field needs to be strengthened and this project was really essential for improving public financial management and financial accountability. Thirdly, nurturing local researchers, establishing research organizations for policy advocacy, and networking with international think tanks are important agendas for promoting good governance in Myanmar.

Book excerpt: Much attention has been paid to the increasingly substantial inflows of foreign direct investment into Myanmar since the country opened its doors to overseas investors in late 1988. In addition to bringing capital in the form of cash, such investment has also introduced new technology, training and skills, business and management acumen, as well as various other inputs that Myanmar undoubtedly requires if the country is to develop. However, there is a growing realization that FDI inflows alone will not enable the country to meet the ambitious economic growth targets. As evidenced by the "Asian Tiger" economies, there is also a need for considerable amounts of domestic capital. and in order to attain substantial levels of domestic investment a system of domestic savings "vehicles" -- that the state and industry can harness -- must be developed. Hence, this volume seeks to examine ways in which domestic savings and investment capital can be encouraged and increased. The contributors include not only Myanmar economists and policy-makers but also experts from ASEAN and Japan who share their experiences.

In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. It, therefore, does not reflect the implications of these developments and related policy priorities. These developments have greatly amplified uncertainty and could heighten downside risks around the outlook. The IMF staff is closely monitoring the situation, including related policy responses from the authorities, and will continue to work on assessing its impact in the Myanmar economy. Although long-term prospects remain favorable, near-term growth is likely to remain below potential as the correction in real estate market and continued uncertainty weighs on investor sentiment in the runup to the 2020 elections. Starting FY2020/21, bank deleveraging will further slow credit and constrain gross domestic product growth as borrower’s true ability to repay is revealed with term loans coming due and banks restructure in earnest.

Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.
