It also highlights the increasing diversification of arms control players, including women and people of color as well as the countries they represented. Based on original research in multinational records and the latest scholarship, the book illustrates the reasons multilateral arms control remains a key instrument of international relations. The chapters are organized both chronologically and thematically, with the result that they cover different amounts of time in order to encompass a given issue and to capture the development of particular threads. The main narrative evolves into a decadeslong quest for a global treaty on “general and complete disarmament,” which otherwise paces the book and shapes its chapters. She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women’s International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons. In Australia, the formation of a section of WILPF connected political women to a worldwide network that sustained their anti-war activism throughout the last century. In examining the rise of WILPF in Australia, Sisters in Peace provides a gendered history of this country’s engagement with the politics of internationalism. This is a history of WILPF women who committed to peace activism even as Australia’s national identity and military allegiances shifted over time—a history that has until now been an overlooked part of the Australian peace movement.

In agreeing to limit or proscribe certain classes of weapons, states will constrain their military capabilities and therefore decrease the threat they pose to potential adversaries. Focusing on the expected military impact of technological change and the capacity of states to confidently monitor the activities of its negotiating partners, it may be possible to forge lasting agreements that improves the security of the participating states. However, at other times, the nature technological change may force states to engage in competitive behavior, precluding cooperation and increasing the probability of conflict. Examining a diverse set of cases, including the Washington Naval Conference, The World Disarmament Conference at Geneva, the Baruch Plan for the International Control of Atomic Energy, and the SALT I Accords (including the ABM Treaty), this volume presents a persuasive, comprehensive and interesting contribution to the literature on arms racing and arms control, and should be of interest to students of international relations theory and security studies. By presenting a theoretical-informed model that explicitly links the security strategies of states to their choices about development and deployment of new weapons and, consequently, their willingness to engage in arms control cooperation, this book provides an important refinement upon existing theoretical and historical approaches.

More seriously, the standard histories have also held that they severely weakened national efforts to resist Nazi Germany and Stalinist Russia. Cecelia Lynch provides a long-overdue reevaluation of these movements. Throughout the work she challenges these interpretations, particularly regarding the postwar understanding of Realism, which forms the basis of core assumptions in international relations theory.The Realist account labels support for interwar peace movements as idealist. It holds that this support—largely pacifist in Britain, largely isolationist in the United States—led to overreliance on the League of Nations, appeasement, and eventually the onset of global war. Through a careful examination of both the social history of the peace movements and the diplomatic history of the interwar era, Lynch uncovers the serious contradictions as well as the systematic limitations of Realist understanding and outlines the making of the structure of the world community that would emerge from the war.Lynch focuses on the construction of the United Nations as evidence that the conventional history is incomplete as well as misleading. She brings to light the role of social movements in the formation of the normative underpinnings of the U.N., thus requiring scholars to rethink their understanding of the repercussions of the interwar experience as well as the significance of social movements for international life.
