The first Kuwait oil concession agreement, granted on 23rd December 1934 by the late Shaikh Ahmad al Jaber al Subah to the Kuwait Oil Company Ltd., has been of fundamental importance in the history of the State of Kuwait; whose great increase in prosperity and international influence during the last twenty-eight years has directly resulted from its oil production since 1946 under the Agreement and its 1951 successor. Hitherto no full or authoritative account of the very long and complex commercial and political negotiations preceding the Agreement has been compiled; and consequently all descriptions of them so far published (except those merely quoting the Agreement's terms and naming the parties concerned) have contained substantial omissions or errors of fact involving a wrong impression of what actually occurred. This text is a record of the negotiations between 1911 and 1934.

Book excerpt: The prospect of a rail network from Berlin to the Gulf's shores built and operated by the Germans became sources of anxiety and political expediency for the British government. It ended Great Britain's apathy and brought Kuwait from the backwaters of desert politics to the limelight of the European colonial rivalries. The fear of the Germans or the Russian reaching the Gulf intimidated the British into signing a secret treaty in 1899 with the Sheik of Kuwait that lasted until 1961. The handwritten Treaty served both sides well; Kuwait survived as an entity and gave the British an edge in their long negotiation with the Germans, and ultimately the demise of one of most ambitious European projects, the Berlin-Bagdad Rail. The book covers two parallel and interrelated narratives: Kuwait's political and social history during the years of British quasi-protectorate and the story of Kuwait's oil from the first visit of the British oil specialties in 1913 to the premature nationalization in 1976. The two narratives are strongly interlinked; oil discovery altered the internal relationship between Kuwait's political and social elements and nearly cost the ruling family their influence, and heighten the perpetual external threats to its very existence. Coalesced with the intense pressure from Iraq to absorb Kuwait and the discovery of oil in February 1938, the decade witnessed the transformation of Kuwait's administration from the backwaters of desert norms to the economic and political institutions of the 20th century. The promise of immense wealth, once oil was struck, catalyzed the rivalry between the social and economic elements that led to the 1938-1939 disturbances. Britain's exclusive rights to Kuwait's oil fields promised by Sheik Mubarak in 1913 bred a sense of complacency in their drive to secure an all-British oil concession. Despite British Government resistance, the concession was ultimately shared with the Americans after protracted political wrangling that involved Washington and London laced with its share of intrigue. The discovery of oil transformed Kuwait from their historical periphery to India to the world stage with their own geopolitical relevancy. It ended the long years of despair of the poor living in conditions bordering serfdom and transformed the country in a single decade from rags to riches, but in the absence of financial discipline, the 1950s was infused with its share of corruption. Oil money was flowing, and opportunities were many; perhaps Kuwait's resemblance to the wild west of the gold rush era was not too far from the truth. The Sheik accepted in1953 the suggestion made by the British Government to form the first-ever global sovereign wealth. with its headquarters in London to manage the growing surplus. The significance of Kuwait's sterling investment was described by the Prime Minister, Harold Macmillan, as "the key to the economic life of Britain and of Europe." The peaceful and undramatic end of the 1899 Treaty immediately erupted into a new conflict. No sooner than the 62 years Treaty was amicably ended in June 1961, Iraq claimed sovereignty over Kuwait. The likelihood of Iraq's invasion of Kuwait prompted the Government of Kuwait to request British protection. British Army landed in Kuwait in the summer heat of July, but the anomaly of the first ever presence of the British Army in Kuwait once the quasi-protection Treaty ended did not escape the Sheik notice. Public demand for nationalization of the oil company was gaining traction in the tense atmosphere of the region post the 1967 war. The longer view of the oil producing governments of the Middle East was to end all concessions by the end of the seventies, but it was not soon enough for Kuwait's Parliament. The Oil Minister announced in March 1975 his country's decision to abruptly take possessions of the remaining share. Despite the long standoff, an amicable agreement was concluded and signed in December 1975.

Book excerpt: Kuwait has been pivotal to the decades-long U.S. effort to secure the Persian Gulf region because of its consistent cooperation with U.S. military operations in the region and its key location in the northern Gulf. Kuwait and the United States have a formal Defense Cooperation Agreement (DCA), under which the United States maintains over 13,000 military personnel in country and prepositions military equipment to project power in the region. Only Germany, Japan, and South Korea host more U.S. troops than does Kuwait, which has hosted the operational command center for U.S.-led Operation Inherent Resolve (OIR) that has combatted the Islamic State since 2014. Kuwait is a partner not only of the United States but also of the other hereditary monarchies of the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, United Arab Emirates, Qatar, Bahrain, and Oman). Kuwait is participating militarily in the Saudi-led coalition that is trying to defeat the Shia "Houthi" rebel movement in Yemen, but Kuwait tends to favor mediation of regional issues over the use of military force. Kuwait has sought to resolve the intra-GCC rift that erupted in June 2017 when Saudi Arabia and the UAE moved to isolate Qatar. Kuwait has refrained from intervening in Syria's civil war, instead hosting donor conferences for victims of the Syrian civil conflict, Iraq's recovery from the Islamic State challenge, and the effects of regional conflict on Jordan's economy. Kuwait has not followed some of the other GCC states in building quiet ties to the government of Prime Minister Benjamin Netanyahu in Israel. Kuwait generally supports U.S. efforts to counter Iran and has periodically arrested Kuwaiti Shias that the government says are spying for Iran, but it also engages Iran at high levels. U.S. government reports have praised steps by Kuwait to counter the financing of terrorism, but reports persist that wealthy Kuwaitis are still able to donate to extreme Islamist factions in the region. Kuwait has consistently engaged the post-Saddam governments in Baghdad in part to prevent any repeat of the 1990 Iraqi invasion of Kuwait. Experts have long assessed Kuwait's political system as a potential regional model for its successful incorporation of secular and Islamist political factions, both Shia and Sunni. However, since the 2011 Arab Spring uprisings, Kuwait has followed other GCC states in incarcerating and revoking the citizenship of social media and other critics. Kuwait's political stability has not been in question but long-standing parliamentary opposition to the ruling Sabah family's political dominance has in recent years included visible public pressure for political and economic reform. Parliamentary elections in July 2013 produced a National Assembly amenable to working with the ruling family, but the subsequent elections held in November 2016 returned to the body Islamist and liberal opponents of the Sabah family who held sway in earlier assemblies. Kuwait has increased its efforts to curb trafficking in persons over the past few years. Years of political paralysis contributed to economic stagnation relative to Kuwait's more economically vibrant Gulf neighbors such as Qatar and the United Arab Emirates (UAE). Like the other GCC states, Kuwait has struggled with reduced income from oil exports during 20142018. Kuwait receives negligible amounts of U.S. foreign assistance, and has offset some of the costs of U.S. operations in the region since Iraq's 1990 invasion of Kuwait.
