German military history is typically viewed as an inexorable march to the rise of Prussia and the two world wars, the road paved by militarism and the result a specifically German way of war. Peter Wilson challenges this narrative. Looking beyond Prussia to German-speaking Europe across the last five centuries, Wilson finds little unique or preordained in German militarism or warfighting. Iron and Blood takes as its starting point the consolidation of the Holy Roman Empire, which created new mechanisms for raising troops but also for resolving disputes diplomatically. Both the empire and the Swiss Confederation were largely defensive in orientation, while German participation in foreign wars was most often in partnership with allies. The primary aggressor in Central Europe was not Prussia but the Austrian Habsburg monarchy, yet Austria’s strength owed much to its ability to secure allies. Prussia, meanwhile, invested in militarization but maintained a part-time army well into the nineteenth century. Alongside Switzerland, which relied on traditional militia, both states exemplify the longstanding civilian element within German military power. Only after Prussia’s unexpected victory over France in 1871 did Germans and outsiders come to believe in a German gift for warfare—a special capacity for high-speed, high-intensity combat that could overcome numerical disadvantage. It took two world wars to expose the fallacy of German military genius. Yet even today, Wilson argues, Germany’s strategic position is misunderstood. The country now seen as a bastion of peace spends heavily on defense in comparison to its peers and is deeply invested in less kinetic contemporary forms of coercive power.

Book excerpt: France loses the war in Italy The battle of Novi (15 August 1799) was the major French defeat in Italy that saw an Austro-Russian army under Marshal Suvorov defeat the combined French armies in Italy.At the start of the fighting in 1799 the French had dominated Italy, but after a series of defeats at Magnano, Cassano and the Trebbia they had been forced back to Genoa, where the armies of Generals Macdonald and Moreau were combined under the command of Barthélemy Joubert. At Novi the French losses are generally states as 1,500 dead, 5,000 wounded and 3,000-4,600 prisoners, a total of at least 9,500. Three generals, four flags, 37 guns and 28 caissons were lost. The Austro-Russians lost 1,800 dead and 5,200 wounded, reflecting the long hours of fierce fighting in front of the French positions, but only 1,200 prisoners, for a total of 8,200 losses. After the victory the Russian commander Suvarov was called away to deal with the crisis in Switzerland, and was replaced by Mélas. The new commanders would fight a series of skirmishes, and one battle, at Genola, before the French were forced back across the Alps and so the war ended!

The large number of subject peoples with their own styles of warfare gave Austrian generals the potential to have the most flexible army in Europe during the wars of the 1700s. If Austria's aristocratic generals usually failed to utilize their diverse army properly on the battlefield, Austrian units nevertheless introduced new methods of warfare that were copied by more effective armies and are in some cases still in use today. Austria's Hungarian hussars, or light cavalry, introduced a new mobility to the battlefield, with an increased role for scouting and raiding. Prussia, France and most European countries soon created hussar units, even copying the Hungarian national dress that they wore. Horse artillery was also introduced by the Austrians, but more effectively utilized by others later. The Austrian army in the field was screened by a vast swarm of Serbs, Bosnians, and Croats, who introduced principles of light infantry and guerrilla operations that many associate with the American frontier. Renowned military historian Christopher Duffy has been given unprecedented access to the Austrian archives in Vienna to bring this important multi-national army fully to life for the first time.
