Section 1 presents background information/framework data on the following: Denmark's political and administrative structure; population, employment, and unemployment; and the Danish economy. In section 2, the history of VT in Denmark is traced from before 1870 to the present. Also discussed in section 2 are selected components/aspects of Denmark's education and VT and vocationally-oriented adult training systems, including the following: basic school education and transition to VT, vocational guidance in schools, coordinated admission policy, scope of VT, youth training, admission routes and educational structure, on-the-job training, agricultural training, admission to further education, training to combat youth unemployment, vocational induction courses for young persons, production schools, legislation, training for unemployed individuals, further technical/commercial training, part-time training courses conferring qualifications, training for trainers, and open education. Section 3 describes the management and administration and financing of VT in Denmark. Analyzed in section 4 are trends and problems in Danish VT, including development of the quality of vocationally-oriented education and internationalization and the significance of the European Community. Available in PDF, EPUB and Kindle. Book excerpt: In Denmark, suppliers of continuing training constitute the point at which the sources of finance meet the people who receive continuing training. On the basis of this close connection between training suppliers and the financial sources behind them, continuing training activities can be subdivided into these five categories: (1) continuing training activities supplied by public resources; (2) labor market training schemes; (3) training activities of industry and labor market organizations; (4) continuing training courses offered on the open market; and (5) in-house continuing training. For salaried employees (white-collar workers) and public employees, continuing training opportunities depend on the individual's job function and position and are very diverse. Generally, salaried employees in the private sector participate primarily in continuing training schemes financed mainly by their employers, through participants' fees. About 80 percent of public training schemes are financed through taxation. The continuing training of salaried employees in the public sector is financed predominantly through taxation by means of participants' fees paid to commercial course suppliers and professional associations. For the industrial sector, labor market training schemes are of paramount importance. The financial structure of labor market courses was initially tax-financed but is now fund-financed. Book excerpt: Denmark has a uniform, nationwide vocational education and training (VET) system that provides qualifications that are valid throughout the country and recognized by employers and trade unions. Initial VET (IVET) includes the following components: VET, including commercial and technical training; basic social and health care training; agricultural training; and maritime training. All IVET programs teach the vocational skills necessary for a trade or profession and give access to higher education. Periods of school IVET alternate with periods of in-company training based on apprenticeship contracts. Continuing VET is provided primarily through Denmark's labor market training system (arbejdmarkedsuddannelserne [AMU]), which is designed to give, maintain, and improve participants' vocational skills in accordance with enterprises' needs and background. AMU courses take place exclusively at vocational schools and 24 independent AMU centers. Tertiary VET, consisting of short, vocationally oriented programs, and open education programs are also offered at vocational schools. IVET and tertiary VET are under the auspices of the Ministry of Education, whereas AMU is under authority of Denmark's Ministry of Labour. Active participation by social partners is a central element of Denmark's VET system. Book excerpt: Denmark has a wide range of basic vocational training courses that can be begun immediately after completion of lower secondary school, i.e., after students complete their compulsory education at the age of 15 or 16). This is not to say that there is no vocational education at the primary and secondary levels, where guest teachers from working life lecture students and where training and vocational guidance are provided beginning in the seventh grade. The upper secondary vocational training combines a basis year of training and apprenticeship. Besides basic vocational training, the Danish system offers updating and refresher training and further training (the latter being intended to extend vocational qualifications). Vocational education has been addressed by Danish law since the 1857 Freedom of Trade Act and the Apprenticeship Act of 1889. More recent vocational education-related legislation has clarified rights to joint ownership of firms' capital or profits and the provision of employment and training to unemployed persons. Besides the Ministry of Labour, unions and four levels of advisory bodies are also involved in administering vocational education. As in other countries, Denmark is currently in the process of reassessing the goals of its vocational education system in light of the country's current economic problems and the trend toward a global economy.
