Book excerpt: The financial interest and syndication (fin-syn) rules were created by the Federal Communications Commission (FCC) to increase diversity on broadcast television. The rules, which were initiated in 1970 and repealed in 1995, forbade the three major broadcast networks—ABC, CBS, and NBC—from having a financial interest or attaining syndication rights in the programming that appeared on their air. By implementing these rules, the FCC hoped to increase the number of independent producers (source diversity) and independent television stations (output diversity), so that there would be increased content diversity.
