Book excerpt: Advances in Artificial Intelligence (AI) technology have opened up new markets and new opportunities for progress in critical areas such as health, education, energy, and the environment. In recent years, machines have surpassed humans in the performance of certain specific tasks, such as some aspects of image recognition. Experts forecast that rapid progress in the field of specialized artificial intelligence will continue. Although it is very unlikely that machines will exhibit broadly-applicable intelligence comparable to or exceeding that of humans in the next 20 years, it is to be expected that machines will reach and exceed human performance on more and more tasks. As a contribution toward preparing the United States for a future in which AI plays a growing role, this report surveys the current state of AI, its existing and potential applications, and the questions that are raised for society and public policy by progress in AI. The report also makes recommendations for specific further actions by Federal agencies and other actors. A companion document lays out a strategic plan for Federally-funded research and development in AI. Additionally, in the coming months, the Administration will release a follow-on report exploring in greater depth the effect of AI-driven automation on jobs and the economy. The report was developed by the NSTC's Subcommittee on Machine Learning and Artificial Intelligence, which was chartered in May 2016 to foster interagency coordination, to provide technical and policy advice on topics related to AI, and to monitor the development of AI technologies across industry, the research community, and the Federal Government. The report was reviewed by the NSTC Committee on Technology, which concurred with its contents. The report follows a series of public-outreach activities spearheaded by the White House Office of Science and Technology Policy (OSTP) in 2016, which included five public workshops co-hosted with universities and other associations that are referenced in this report.

Book excerpt: "The National Security Commission on Artificial Intelligence (AI) recommended the Department of Defense (DoD) be AI-ready by 2025 in their Final Report to Congress in January of 2021. This recommendation stems from an undeclared AI arms race between United States’ peer adversaries and the advances taken in recent years to develop algorithms for persistent surveillance, command and control, and weaponized code. While there are strategic initiatives within the DoD aimed at leveraging AI across the services, there is a severe disconnect between tactical capability development and deployment. As the lead organization within the DoD, the Joint AI Center is charged with creating viable solutions for all DoD elements and as such, would be overwhelmed should all units attempt to be AI-ready by 2025. This paper highlights a major deficiency within the AI-development process and argues that capability development should be empowered to the Air Force Wings with funding and resources necessary to truly harness AI as a weapon. Additionally, this paper identifies successful AI concepts found through gene manipulation, smart dust nanotechnologies, and COVID-19 machine learning processes to assist tactical leaders in their understanding of how the AI-revolution could help their particular mission area and motivate them to educate themselves."--Abstract.

Book excerpt: The European Commission presented in April 2021 the AI Act, its proposed legislative framework for Artificial Intelligence, which sets the necessary regulatory conditions for the adoption of trustworthy AI practices in the European Union. The AI Act adopts a risk-based approach, laying down a set of legal requirements for certain AI systems, primarily those that are classified as high-risk. At the time of writing this report, the AI Act is under negotiation between the co-legislators, the European Parliament and the Council of the European Union. Once an agreement is found and the final legal text comes into force, standards will play a fundamental role in supporting providers of concerned AI systems. Standards are set to bring the necessary level of technical detail into the essential requirements prescribed in the legal text, defining concrete processes, methods and techniques that AI providers can implement in order to comply with their legal obligations. Indeed, harmonised standards -produced by European standardisation organisations based on a formal standardisation request issued by the European Commission- provide operators with a presumption of conformity with the legal requirements of the EU harmonisation legislation in question once they are accepted and the reference of those standards is published in the Official Journal. However, the drafting of standards is an elaborate process, requiring extensive technical expertise and the coordination of multiple stakeholders. Fortunately, AI has been an active area of work by many standards development organizations in recent years, resulting in a wealth of specifications with the potential to support the future AI Act. In this report, we analyse a set of such specifications, selected from the broad range of standards and certification criteria produced by the IEEE Standards Association covering aspects of trustworthy AI. Several of the documents analysed have been found to provide highly relevant technical content from the point of view of the AI Act. Furthermore, some of them cover important standardization gaps identified in previous analyses. This work is intended to provide independent input to European and international standardisers currently planning AI standardisation activities in support of the regulatory needs. This report identifies concrete elements in IEEE standards and certification criteria that could fulfil standardisation needs emerging from the European AI Regulation proposal, and provides recommendations for their potential adoption and development in this direction.
