The expert contributors to this volume seek to identify reasons why prosperity has increased rapidly in some countries but not others by constructing and comparing cases. The case studies focus on the processes of nation building, state building, and economic development in comparably situated countries over the past hundred years. Part I considers the colonial legacy of India, Algeria, the Philippines, and Manchuria. In Part II, the analysis shifts to the anticolonial development strategies of Soviet Russia, Ataturk's Turkey, Mao's China, and Nasser's Egypt. Part III is devoted to paired cases, in which ostensibly similar environments yielded very different outcomes: Haiti and the Dominican Republic; Jordan and Israel; the Republic of the Congo and neighboring Gabon; North Korea and South Korea; and, Papua New Guinea and Indonesia. All the studies examine the combined constraints and opportunities facing policy makers, their policy objectives, and the effectiveness of their strategies. The concluding chapter distills what these cases can tell us about successful development - with findings that do not validate the conventional wisdom.

Book excerpt: Why do certain militaries brutally suppress popular demonstrations, while others support the path to political liberalization by backing mass social movements? Although social movements and media can help destabilize authoritarian governments, not all social protest is effective or culminates in the toppling of dictatorships. Frequently, the military’s response determines the outcome. In Defect or Defend, Terence Lee uses four case studies from Asia to provide insight into the military’s role during the transitional phase of regime change. Lee compares popular uprisings in the Philippines and Indonesia—both of which successfully engaged military support to bring down authoritarian rule—with protest movements in China and Burma which were violently suppressed by military forces. Lee’s theory of “high personalism” and power-sharing among the armed forces leadership provides a framework for understanding the critical transitory phases of democratization. He uses this theory to review and assess Eastern Europe’s democratization events in 1989, the Colored Revolutions of the early 2000s, and the protests and revolutions unfolding in the Middle East. She shows how mobilization in the name of civil society is contingent on the intercession of citizens and performative displays of citizenship—as opposed to other appeals and articulations of identity, such as class. In short, Hedman argues, the very definitions of "civil" and "society" are at stake. Based on extensive research spanning the course of a decade (1991–2001), this study offers a powerful analysis of Philippine politics and society inspired by the writings of Antonio Gramsci. It draws on a rich collection of sources from archives, interviews, newspapers, and participant-observation. It identifies a cycle of recurring "crises of authority," involving mounting threats—from above and below—to oligarchical democracy in the Philippines. Tracing the trajectory of Gramscian "dominant bloc" of social forces, Hedman shows how each such crisis in the Philippines promotes a countermobilization by the "intellectuals" of the dominant bloc: the capitalist class, the Catholic Church, and the U.S. government. In documenting the capacity of so-called "secondary associations" (business, lay, professional) to project moral and intellectual leadership in each of these crises, this study sheds new light on the forces and dynamics of change and continuity in Philippine politics and society.

But the United States has done almost nothing to prosecute past abuses or prevent future violations. Tracing this knotty contradiction from the 1950s to the present, historian Alfred W. McCoy probes the political and cultural dynamics that have made impunity for torture a bipartisan policy of the U.S. government. During the Cold War, McCoy argues, the U.S. Central Intelligence Agency covertly funded psychological experiments designed to weaken a subject’s resistance to interrogation. After the 9/11 terrorist attacks, the CIA revived these harsh methods, while U.S. media was flooded with seductive images that normalized torture for many Americans. Ten years later, the U.S. had failed to punish the perpetrators or the powerful who commanded them, and continued to exploit intelligence extracted under torture by surrogates from Somalia to Afghanistan. Although Washington has publicly distanced itself from torture, disturbing images from the prisons at Abu Ghraib and Guantanamo are seared into human memory, doing lasting damage to America’s moral authority as a world leader.

In this book, Stephan Haggard and Robert Kaufman explore this relationship, addressing a variety of questions: What role have economic crises played in the current wave of political liberalization and democratization? Can new democracies manage the daunting political challenges posed by economic reform? Under what economic and institutional conditions is democracy most likely to be consolidated? Drawing on contemporary political economy and the experiences of twelve Latin American and Asian countries, they develop a new approach to understanding democratic transitions. Haggard and Kaufman first analyze the relationship between economic crisis and authoritarian withdrawal and then examine how the economic and institutional legacies of authoritarian rule affect the capacity of new democratic governments to initiate and sustain economic policy reform. Dictators and Democrats takes a comprehensive look at the transitions to and from democracy in recent decades. Deploying both statistical and qualitative analysis, Stephen Haggard and Robert Kaufman engage with theories of democratic change and advocate approaches that emphasize political and institutional factors. While inequality has been a prominent explanation for democratic transitions, the authors argue that its role has been limited, and elites as well as masses can drive regime change. Examining seventy-eight cases of democratic transition and twenty-five reversions since 1980, Haggard and Kaufman show how differences in authoritarian regimes and organizational capabilities shape popular protest and elite initiatives in transitions to democracy, and how institutional weaknesses cause some democracies to fail. The determinants of democracy lie in the strength of existing institutions and the public's capacity to engage in collective action. There are multiple routes to democracy, but those growing out of mass mobilization may provide more checks on incumbents than those emerging from intra-elite bargains. Moving beyond well-known beliefs regarding regime changes, Dictators and Democrats explores the conditions under which transitions to democracy are likely to arise.
