There was Senator Rey molds, of course, but the North Carolinian was a Spe' cialty, not a rule. The expression of the South which the polls reflected was found in the attitudes of Carter Glass, of Virginia, and Claude Pepper, of Florida, two gentle men whose disagreement on the New Deal advertised the more their harmony against Hitler and their willing ness to accept not only a shooting war but a declared one. When anything hit the South hard enough in those days to make New Dealers and anti-new Dealers forget each other, that was hard hitting. And the war in Europe did that to a lot of Southerners. Not to all of them. There were New Dealers in the South, as else where, who believed that the defense effort created both an opportunity and a need for pushing the New Deal further on all fronts. There were anti-new Dealers in high estate whose hate of Hitler was only a secondary affair with them; they were sure that Mr. Roosevelt had already killed American democracy and was about to kill the capitalist system in America, and they wondered what all the shooting was about. That miscegenation was of frequent occurrence is not to be denied; but mulatto children, being held by their darker mothers, were identified with the maternal race; yet there were instances where amalgamation was extended to successive generations, and State laws were enacted liberating those who possessed a certain degree of consanguinity with the Caucasian race. In the slave markets, among which that of New Orleans was pre-eminent, quadroon girls, possessing superior personal attractions, commanded a high price; and in exceptional instances, where they were received into families, and enjoyed advantages of mental and moral education, they became women of intelligence and sterling worth. Having travelled and resided long on the American continent, carefully studying national characteristics, he was not surprised by the inevitable disruption of the Union, nor at any time unaware of the causes tending to that result. Rather, his surprise has been that Southerners should so long have refrained from rising in arms against the accumulated insults and injuries which, for a long series of years, have been heaped upon them. They would have been unworthy of their origin, and must have shown themselves less than men, had they longer submitted to the degradation of being deprived of free speech and action amongst a people whose prosperity had been fostered by their industry, and whose history they had ennobled by heroic deeds.
