What Works with Women Offenders provides a comprehensive analysis of the issues relating to work with women offenders. Chapters are written by academics and professionals with a high degree of expertise in their specific field, and its practical focus is designed to make it relevant to those working with women offenders. Imprisoning women offenders does not solve the problems that underlie the involvement of women in the criminal justice system, and a particular concern of this book is to identify and develop alternative responses that offer appropriate support and intervention to address womens underlying problems and reduce re-offending. The increase in womens imprisonment is very much an international phenomenon, and the book also aims to share knowledge and experiences from different jurisdictions to be shared more widely, and for the lessons learnt from good practice to be more widely disseminated.

Should countries be expanding them or rolling them back? These are some of the questions this volume attempts to answer. Simultaneously popular and problematic, loved and loathed, drug courts have proven an enduring topic for discussion in international drug policy debates. Starting in Miami in the 1980s and being exported enthusiastically across the world, we now have a range of international case studies to re-examine their effectiveness. Whereas traditional debates tended towards binaries like “do they work?”, this volume attempts to unpick their export and implementation, contextualising their efficacy. Instead of a simple yes or no answer, the book provides key insights into the operation of drug courts in various parts of the world. The case studies range from a relatively successful small-scale model in Australia, to the large and unwieldy business of drug courts in the US, to their failed scale-up in Brazil and the small and institutionally adrift models that have been tried in England, Scotland, Wales and Ireland. The book concludes that although drug courts can be made to work in very specific niche contexts, the singular focus on them as being close to a “silver bullet” obscures the real issues that societies must address, including (but not limited to) a more comprehensive and full-spectrum focus on diverting drug-involved individuals away from the criminal justice system.

The 'criminal justice turn', as the authors refer to current UK drugs policy, is based on three simple and linked assumptions: drug-driven property crime is a major driver of local area crime rates, especially in deprived neighbourhoods; the criminal justice system can be used to target these drug-motivated offenders and direct them into treatment; and treatment can lead to significant reductions in their offending. Tough Choices: Risk, Security and the Criminalization of Drug Policy explores a series of questions about the 'criminal justice' turn in British drugs policy, from why it happened at all to what led policy to unfold in the way that it did, by analyzing policy documents and over 200 interviews conducted with key players in the policy development and implementation process. At the practice level, the authors explore how the strategic vision of the drug-crime 'problem' has shaped the ways in which drug-using offenders are identified, targeted and managed - in other words, why the implementation of the Drug Interventions Programme on the ground has taken the forms that it has. This is addressed through a detailed examination of practice in three local areas. Both the emergence of this new policy direction and its implementation in practice can best be understood as part of a wider transformation in governance in which risk-based thinking has become central to the ways in which we seek to address our contemporary insecurities. The book is based on a 30-month ESRC-funded research project on the Drug Interventions Programme and draws on the extensive empirical data generated during the project.
