Book excerpt: Concerned that weapons of mass destruction (WMD) are increasingly available to terrorists, Congress passed the Defense Against Weapons of Mass Destruction Act of 1996, commonly known as the Nunn-Lugar-Domenici Act. The act designates the Department of Defense as the lead agency to enhance domestic preparedness for responding to and managing the consequences of terrorists' use of WMD. Under the act, Defense established the Domestic Preparedness Program to provide first responder training focused on terrorist incidents involving chemical, biological, radiological, and nuclear weapons. Congress also passed the Antiterrorism and Effective Death Penalty Act of 1996, which authorizes the Attorney General, in consultation with the Director of the Federal Emergency Management Agency (FEMA), to provide specialized training and equipment for enhancing the capabilities of metropolitan fire and emergency service departments to respond to terrorist attacks. in response, Justice established the Metropolitan Firefighters and Emergency Medical Services Program.

In an effort to counter this threat, the U.S. Government has implemented a number of measures to enhance the Nation's ability to deter, prevent, respond to, and recover from terrorist activities within the United States, its territories, and possessions. The establishment of the Weapons of Mass Destruction (WMD)–Civil Support Team (CST) program is one of the measures that has been implemented to support the defense of the Homeland. The WMD-CST program mission is to support civil authorities at domestic chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incident sites by identifying CBRNE agents and substances, assessing current and projected consequences, advising on response measures, and assisting with appropriate requests for additional support. This includes the intentional or unintentional release of CBRNE and natural or man-made disasters in the United States that result, or could result, in the catastrophic loss of life or property. As the “state governors' 911 forces for WMD,” WMD-CSTs provide direct support to the front lines of local, state, and federal emergency response organizations. WMD-CST operations are conducted primarily in civil environments—urban, rural, industrial, or suburban areas—and in hot or cold weather. WMD-CSTs currently operate within the United States, its territories, and possessions while in Title 10 U.S. Code (USC) or Title 32 USC status. This manual serves as the foundation for WMD-CST doctrine and focuses on the organization, mission, command and control (C2), and operations of the WMD-CST. It discusses employment concepts, planning considerations, capabilities, and the type of support that WMD-CSTs can provide during a response. This information should be shared with key decision makers at local, state, and federal levels.

Book excerpt: Most military installations are not well prepared to respond to a terrorist incident involving Weapons of Mass Destruction (WMD) at the installation. A study commissioned by the Department of Defense (DoD) in 1997 looked at the effects of the use of a WMD by terrorists to see how this act interfered with U.S. forces in an ongoing operation in a forward theatre of operation. A follow on study by DoD looked at the effects of WMD at a Power projection platform that would potentially disrupt the reinforcing units going to a theatre of operations. Glaring deficiencies were discovered. The military installations were ill prepared to respond and resulted in inability to provide reinforcement support to operations in an overseas theatre of operations. Though the power projection platform problem is being addressed for those installations there is no current program to improve installation training or response. This Student Research Paper will address in depth the potential threat, analyze existing programs and provide recommendations to improve overall installation readiness, awareness and response to a WMD incident.With the realization that the United States and its citizens were extremely vulnerable to such an attack, Congress enacted the Domestic Preparedness Program under the 1996 Defense Against Weapons of Mass Destruction Act. This act was endorsed by the President to better prepare U.S. cities and its citizens to improve their capability to respond to a WMD incident. The Department of Defense was placed in charge of the program to help prepare the cities with support from all of the other Federal Agencies. At the same time the Department of Defense commissioned a study to determine vulnerabilities of military installations. This study was conducted by a group of retired General Officers that identified serious shortfalls and vulnerabilities at military bases both overseas and within the United States.

Book excerpt: The Weapons of Mass Destruction (WMD) Civil Support Teams (CST) were created under the auspices of the Nunn-Lugar-Domenici Amendment to the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 1997 which advocated training first-responders to deal with a WMD terrorist incident. The military was tasked to develop and maintain at least one domestic terrorism rapid response team composed of members of the armed forces, capable of aiding federal, state, and local officials in the detection, neutralization, containment, disassembly, and disposal of weapons of mass destruction. So far, Congress has authorized a total of 44 CSTs. The first 10 teams were established in the NDAA for FY 1999. Seventeen additional teams were authorized in FY 2000 and five more in FY 2001 to assist local and state authorities in assessing and evaluating a WMD attack. The first thirty-two have been certified by the Department of Defense to date. An additional 12 teams were included in the Defense Appropriations Bill for FY 2004. The CSTs are located across the country and eventually all 53 State and Territory Governors and the District of Columbia may have one at their disposal. Because of this accelerated timeline and evolution, the CSTs were rapidly developed and pressed into service very early in their life cycle development.

Developing, institutionalizing, and supporting those policies, capabilities, and technologies to successfully overcome these challenges in all likelihood will take years. Consequently, we believe that this paper will continue to have relevance to policymakers, warfighters, responders, and the larger combating WMD community over the coming decade. For this reason, the Center for the Study of Weapons of Mass Destruction has chosen to publish this report for a wider audience. We believe that the challenges, concepts, and recommended solutions herein will provide insight to students and practitioners alike. The four scenarios: the United States and its allies have begun to fear the imminent collapse of the nonproliferation regime * a state known to possess a nuclear weapons capability and suspected of possessing both chemical and biological weapons programs stands on the brink of political collapse * analysis of samples from multiple BioWatch sensors has identified a large-scale release of aerosolized anthrax on the National Mall * witnesses have reported a blinding flash and mushroom cloud in the seaport area of a major U.S. city. Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decisionmakers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges. In recent years the U.S. Government has made considerable strides in preparing for individual aspects of such crises. New interdiction processes and activities have improved our ability to track proliferation-related activities and prepare to stop them. High-value programs are leveraging Cold War technologies to enhance the Nation's nuclear and biological forensics capabilities. Various nuclear and biological detection programs at home and at key ports and facilities abroad have enhanced our ability to stop the smuggling and transfer of WMD capabilities and improved our ability to detect and defend against WMD terrorism at home. As the number of WMD-related programs and activities has grown, however, the mechanisms necessary to coordinate and synchronize responses, adjudicate priorities, and allocate resources across the government have failed to keep pace.
